Determinanty współpracy międzyorganizacyjnej w sektorze publicznym w Polsce – prezentacja wyników badań empirycznych

Celem artykułu jest prezentacja wyników badań empirycznych dotyczących głównych przyczyn podejmowania współpracy międzyorganizacyjnej przez jednostki samorządu terytorialnego szczebla powiatowego w Polsce. W pierwszej części artykułu, stanowiącej wprowadzenie do prezentowanej problematyki, omówiono znaczenie współpracy międzyorganizacyjnej w sektorze publicznym. W drugiej części przedstawiono przebieg badań empirycznych oraz przedyskutowano ich wyniki. Jak pokazują badania, głównymi przyczynami nawiązywania współpracy są zarówno względy finansowe, tzn. możliwość uzyskania dofinansowania, jak i pozafinansowe, m.in. wcześniejsze doświadczenia oraz wspólnota celów współpracujących organizacji. Najważniejszymi przyczynami braku współpracy są natomiast bierność podmiotów oraz brak odpowiednich partnerów.

The main aim of the paper is to present the results of empirical research concerning the major reasons of initiating the cooperation among local government units at county (powiat) level in Poland. In the first, introductory part of the paper the significance of the inter-organizational cooperation in public sector is delineated. In the second part of the paper the research process as well as research results are demonstrated and discussed. As the investigations revealed, the major motives of initiating the cooperation are connected both with financial and non-financial matters, e.g. prior experience and the mutuality of goals. The most important reasons of the lack of cooperation are the passiveness of units and the absence of proper cooperating partners.
