Theoretical Aspects of Support for Institutions Responsible for the Internal Security of the State by the Armed Forces

This article presents the basic theoretical issues related to the use of armed forces to support the actions of institutions responsible for the internal security of the state. The reflections presented are based on an analysis of the literature on security sciences, generally applicable laws and directives of a strategic nature related to national security issues of the Republic of Poland. The basis for the discussion was a presentation of the significance of the effectiveness of the internal security system — the vision and the state security strategy. This served to illustrate the basic areas of support that have been identified on the basis of the common use of the term “internal security”. It is assumed that these are public safety and general security, understood as the components of the internal security of the state. An important issue in this part of the article is an overview of these types of security, which allows the relationships between them to be indicated. This range of considerations has consequently enabled the presentation of the rules of support for institutions responsible for the internal security of the state by the armed forces. Rules that have scientific justification, unmatchable practical value and that are systematically improved in the course of the day-to-day activity of the entities mentioned. In the final part of the work a summary, along with an indication of the specific scope of support, has been made using the conclusions of the provisions of generally applicable law.

Niniejszy artykuł poświęcony jest problematyce tworzenia wojewódzkich planów zarządzania kryzysowego i określania organów właściwych do działania w fazie odbudowy. Przeanalizowana została kompetencja służb, straży oraz inspekcji w zakresie koordynowania działaniami prowadzonymi na rzecz odtworzenia infrastruktury krytycznej ważnej z punktu widzenia bezpieczeństwa państwa oraz funkcjonowania lokalnych społeczności. Rozważania oparte zostały o Wojewódzki Plan Zarządzania Kryzysowego dla województwa lubuskiego oraz doświadczenia z powodzi na terenie województwa w 2010 roku.

The article is devoted to the issues of making regional plans for crisis management and defining competent authorities for taking actions in the phase of implementation. The competency of all the services, fire department and inspections has been thoroughly analysed in terms of country security and local society functioning. The considerations were based on Regional Plan for Crisis Management for Lubush Voivodeship as well as experiences gained after 2010 flood in our region

The subject was developed to approximate the task and the role of the police during the crisis situation, which was a pandemic of a highly pathogenic avian influenza virus of the type h5n8. The competence of this state service based on the law will be analyzed. The analysis was based on events that took place in the Lubusz region in 2016/2017.

Autor wskazuje na typowe dla współczesności rodzaje miękkiej dezintegracji państwa oraz na kierunki zagrożeń odnoszących się do zdolności państw do skutecznej i samodzielnej działalności na rzecz zapewniania bezpieczeństwa. Analizuje także polskie konstytucyjne i ustawowe regulacje dotyczące bezpieczeństwa wewnętrznego, wskazując na brak ich precyzji. Ponadto jako szczególnie ważne pola analiz i zadań dla instytucji zajmujących się bezpieczeństwem wewnętrznym w Polsce wymienia lobbing, korupcję oraz zagrożenie informacji chronionych, w tym niejawnych.

The subject of the article is both broad and narrow understanding of "homeland security" and the recommendations of the guidelines for the institution established for the protection of security. The author points out the typical contemporary types of soft disintegration of the state and the directions of the threats to a state’s ability to carry out effective and independent activities guaranteeing security. The article also examines the constitutional laws and other legal regulations of internal security, pointing to significant contradictions in this area. The author suggests that lobbying, corruption and sensitive information protection are an important areas affecting internal security.
