The article deals with the modern approaches to the use of information and communication technologies in the educational process, extracurricular activities and management at the regional level in order to enhance the creative potential of students, teachers and administrators. The article has described the conceptual bases of creating an information-educational environment of the region as a platform for information and achievement exchange between educators and the administration of the region. It specifies the technology of implementing the content and tech- nology component of the information-educational environment of the region and its main functional components. We suggest the implementation model of the effective management of educational institutions in the form of a unified system for collecting, processing and storing valid statistical and operational information on the activities of pre-school, comprehensive educational institutions and territorial units of education management (in districts and cities). The article has described the integrated tools and technologies that are designed to ensure the educational needs of both students and teachers. We also suggest the model of a single control center for the information-educational environment of the region that organizes support for its exploitation and development.

Insinuation used in Internet journalistic announcements is the method of gaining activity on the website, which is implemented by the broadcaster in order to increase figures and obtain economic benefits. On the other hand, it is a socially harmful phenomenon – the person at whom the insinuation is addressed is put at risk of losing a positive image. Moreover, the viewer is exposed to contact with a disinformative message. The paper presents a method, deriving from communicative grammar, which makes it possible to demonstrate whether a given Internet journalistic announcement is based on insinuation.

Insynuowanie stosowane w internetowych zapowiedziach dziennikarskich jest sposobem uzyskiwania ruchu na stronie używanym przez nadawców w celu podniesienia wskaźników i uzyskania korzyści ekonomicznych. Z drugiej strony jest ono zjawiskiem szkodliwym społecznie – wystawia osoby, wobec których kieruje insynuacje, na niebezpieczeństwo utraty pozytywnego wizerunku, a także naraża odbiorcę na kontakt z dezinformującym komunikatem. Artykuł prezentuje wywodzącą się z gramatyki komunikacyjnej metodę, która pozwala wykazać, czy dana internetowa zapowiedź dziennikarska posługuje się insynuacją.

Internet jako powszechnie dostępna sieć o zasięgu ogólnoświatowym może stanowić i stanowi nieprzebrane źródło informacji, wiedzy, rozrywki, jak również znaczące narzędzie komunikacji międzyludzkiej. Większość cech Internetu (multimedialność, ogólnoświatowość, interaktywność, zasięg, dostępność), stanowią o jego istotnym wpływie na kontakty społeczne. W artykule podjęto próbę przedstawienia miejsca i roli Internetu w komunikacji społecznej.

Internet as a network available all over the world can be infinite source of information, knowledge, entertainment, as well as it signify means of communication interpersonal. Most of Internet features take (multimedia, word – wide, interactivity, coverage, availability) attempt about its important influence on social contacts. This article attempts to present the place and role of the Internet in the social communication.

Since the early 1990s, the process of building a national identity among Polish minorities living on the territory of the Republic of Lithuania has clearly intensified. On the one hand, new Polish media initiatives have recently appeared in the digital space, where, until recently, the Polish community has not been widely represented. The first one is Wilnoteka - a multimedia web-based application, which uses the experience and materials of the television studio in Vilnius. Apart from Wilnoteka, Infopol has had an online versions of the daily Vilnius Kurier, Vilnius weekly and Vilnius Magazine for several years. In 2012 Delfi launched the project “Polish schools in Lithuania”, which resulted in a network of Internet portals building relationships between students and teachers in the Republic of Lithuania. Radio by the Neris has been one of the main centers of Polish thought and culture in Lithuania for over twenty years. It also operates several blogs and fanpages devoted primarily to Vilnius. However, the internet does not have professional media reaching to English speaking community of Polish origin who come from the present territory of the Republic of Lithuania and who live around the world. The editors of the Polish media pay attention to the fast expansion of Russian media in Lithuania and low activity of the Polish media. Therefore, we should consider what activities should be taken by the Polish authorities in order to form right conditions for the development of Polish television in Lithuania. Moreover, the media offer should be expanded and should include historical themes, for example the analysis of the fate of the Poles worldwide after 1945.
