On the 3. Mai 1944 the US House of Representatives at a special session paid tribute to the founders of the Polish constitution from the year 1791. Many eminent members of the Polish diaspora in America spoke about glorious Polish past and pointed at endless acts of violence perpetrated by Germans on theoccupied Polish territories. Stenograms documenting that meeting show that one voice was clearly different from the rest. Congressman Robert S. Hale praised in his speech the recent establishment of the Polish Faculty of Law in Oxford. As a graduate of the Oxford University, he expressed enthusiasm about the common iniciative of both scholars and politicians. Hale’s adress to the House of Reprsentatives is an important trace illustrating not only the international importance of establishing the Polish Faculty of Law in England but also the attitude of some influential American politicians to the Polish issue.

3 maja 1944 r. Izba Reprezentantów Stanów Zjednoczonych oddała hołd twórcom polskiej konstytucji z roku 1791. Liczni przedstawiciele polskiej diaspory w Ameryce mówili o chwalebnej przeszłości Polski oraz wskazywali na niekończące się akty przemocy popełniane przez Niemców na polskiej ziemi. Stenogramy z tych obrad pokazują, że jeden głos wyraźnie różnił się od pozostałych. Deputowany Robert S. Hale wychwalał w swej mowie niedawne powołanie do życia Polskiego Wydziału Prawa w Oksfordzie. Jako absolwent Uniwersytetu Oksfordzkiego wyraził swój entuzjazm dla wspólnej inicjatywy uczonych i polityków. Jego przemowa przed Izbą Reprezentantów stanowi ważny ślad ilustrujący nie tylko międzynarodowe znaczenie stworzenia Polskiego Wydziału Prawa w Anglii, lecz również stosunek niektórych wpływowych amerykańskich polityków do sprawy polskiej.

This article is devoted entirely to the institution of the President on the example of the Congress of the United States of America. The office of the chairman, whose competence is to conduct deliberations, is characteristic of bodies with a collegial structure. This applies especially to those of them whose composition consists of more than a few persons. The author of the article focus on all aspects concerning this office. In the first part there is a brief characterization of the models of the institution of the speaker of parliament, as well as a historical outline of this institution. In the next part an author present the systemic position of the presiding officers of the chambers of the American Parliament.

Niniejszy artykuł poświęcony jest w całości instytucji przewodniczącego na przykładzie Kongresu Stanów Zjednoczonych Ameryki. Urząd przewodniczącego, do którego kompetencji należy prowadzenie obrad jest charakterystyczny dla ciał o strukturze kolegialnej. Ma to zastosowanie zwłaszcza do tych z nich, których skład tworzy więcej niż kilka osób. Autor artykułu skupia się na wszystkich aspektach dotyczących tego urzędu. W pierwszej części znajduje się krótka charakterystyka modeli instytucji przewodniczącego parlamentu, a także rys historyczny tej instytucji. W dalszej części autor przedstawia pozycję ustrojową przewodniczących izb amerykańskiego parlamentu.
