Japan’s neighborhood associations (NHA) have been the subject of polemics for years. These disputes concern both their autonomy in relation to public administration and voluntary membership, and thus their civic nature, as well as the period and genesis of the formation. This article analyzes the debate on the subject, tracing the transformation and metamorphosis of neighborhood associations from the perspective of historical institutionalism. The article consists of four parts, the first one briefly discusses the concepts of historical institutionalism as well as the main assumptions and definitions adopted in this article, the second presents the profile of contemporary neighborhood associations in terms of structure, financing, and activities; the third sketches a historical development, and the fourth examines the factors for the rebirth of associations after the end of the war in Asia and the Pacific in 1945. The main argument of the article is twofold. First, the constitutive principles of neighborhood associations changed under the influence of the dominant political regime, and in the post-war transformation process the change has been occurring gradually and incrementally, primarily under the influence of generational change and other systemic and environmental factors; secondly, neighborhood associations developed after the war as a result of path dependence and the effect of self-reinforcement, i.e. the positive experiences of residents with the functioning of these organizations in previous periods as a tool to solve community problems and meet specific needs.

Artykuł prezentuje panoramę współczesnych zjawisk w sferze relacji międzyludzkich, szczególnie matrymonialnych i rodzinnych, zachodzących w japońskim społeczeństwie. Zjawiska te znacząco wpływają zarówno na jakość życia współczesnych mieszkańców Japonii, jak i na takie obszary jak demografia czy gospodarka. Opisane problemy zasadniczo wyrastają z kryzysu w relacjach między mężczyznami a kobietami, co jest wynikiem ogólnoświatowych przemian społecznych i gospodarczych, zmian sytuacji społecznej kobiet, innych oczekiwań mężczyzn i kobiet wobec siebie nawzajem, oraz ograniczonych możliwości realizacji tych oczekiwań. Przedstawiono także szereg kulturowych i społecznych fenomenów, będących odpowiedzią na owe kryzysy i zmiany, odzwierciedlających elementarne, choć niezaspokojone potrzeby i pragnienia, objawiających się na bardzo specyficzne, choć głównie niepokojące, sposoby.

The article presents the panorama of the contemporary phenomena in the area of interpersonal relationships, especially matrimonial and family ones, in the Japanese society. These phenomena considerably influence the quality of life of the Japanese, as well as on demography and the economy of the country. Described problems stem from the crisis of the male-female relationships, which is the result of global social and economic changes, changes of the social position of women, disparate expectations of men and women towards each other, and the limited possibilities of fulfilling these expectations. The article describes many of the cultural and social phenomena, which are the answers for crisises and changes. These phenomena reflect basic but unfulfilled needs and wishes, which manifest in very specific ways.

This study analyzes the changes in farmland system in Japan. The main policy of post-World War II Japan was regulation of the transfer lease or ownership of farmland, and the conversion of agricultural land into non-agricultural land considering the importance of farmlands. Paradoxically, this policy created some problems, such subdivision of farmland and ownerless lands. To address these problems, the Farmland Intermediary Management Institution was established in 2014 to accelerate farmland concentration and intensify the power of core farmers. In 2016, The Agricultural Land Act was reformed to make it easier for stock companies to own farmland. And, ICT has enabled us to visualize and verbalize tacit knowledge. This study explores the outcomes of these reforms and other unanswered issues.
