Professional football clubs that have their headquarters in the Federal Republic of Germany from several years are undergoing serious economic and organizational changes. As a result of economic development and globalization process they have become a part of the service sector. These enterprises carry out their business as commercial, so it may be adequate to name them as sport enterprises (football enterprises). This sector adjusts to suit the needs of the knowledge market. Bold managers` visions make that the competition between sport clubs affects not only sport itself but is also is becoming more and more a market competition in a global scale. In a connection with commercial activities of these sports enterprises, they also affect the labor market creating new jobs, usually at sport stadium, health centers, travel agencies or factories that produce sport equipment. The right of performing in professional football leagues in Federal Republic of Germany depends on the fulfillment of the economic and sport requirements that depend on the license regulations. Those rules make that the licensee (sport enterprise) must have well qualified experts working in business and sport area, thanks to whom their competitiveness will be improved. In addition, new investments in infrastructure, development of new professions and diversification of the activities of sport enterprises, lead to the creation of new job places.

Celem badania było określenie ryzyka niewypłacalności i ocena współzależności pomiędzy wskaźnikami ryzyka a ich determinantami (czynnikami) klubów ekstraklasy piłki nożnej w Polsce w latach 2017-2019. Badania podzielono na dwa etapy. W pierwszym określono ryzyko niewypłacalności w znaczeniu finansowym, prawnym i rachunkowym. W drugim na podstawie przeglądu literatury i dostępnych danych zidentyfikowano determinanty ryzyka niewypłacalności zawodowych klubów piłki nożnej oraz przeprowadzono ocenę korelacji pomiędzy wskaźnikami a czynnikami ryzyka. Z przeprowadzonej analizy wynika, że kluby piłki nożnej ekstraklasy funkcjonowały w warunkach niewypłacalności, a w niektórych stan niewypłacalności miał charakter trwały. Badanie potwierdziło wnioski z przeglądu dotychczasowej literatury, iż przychody ze sprzedaży netto oraz wyniki sportowe są pozytywnie skorelowane z ryzykiem niewypłacalności. Obserwowane zależności są typowe dla większości zawodowych klubów piłki nożnej na świecie i nie budzą wątpliwości. Zastrzeżenia budzi jednak gospodarka finansowa klubów. Środki finansowe uzyskiwane z działalności finansowej są wykorzystywane przez kluby nie do rozwoju i wzrostu wartości spółki, lecz do utrzymania płynności finansowej w celu przetrwania.

The aim of the article was to estimate the risk of insolvency and the interdependence between risk indicators and their determinants (factors) in the clubs of the major football league in Poland in the years 2017-2019. The research included two stages. In the first stage, insolvency risk was calculated in the financial, legal and accounting sense of the term. In the second stage, basing on the review of literature and available data, determinants of insolvency risk for professional football clubs were identified and correlation was calculated between the risk indicators and risk factors. The results show that the football clubs of the premier league were functioning in the conditions of insolvency, and in several clubs the state of insolvency was permanent. The research confirms the conclusions drawn from the literature review that net sales revenues and sport results are positively correlated with the insolvency risk. These relationships are typical for most professional football clubs in the world and are easy to explain. Reservations may be raised against the financial management of the clubs. Financial means obtained by the clubs from their financial activity are used not for the development of the company and raising its market value, but for maintaining financial liquidity in order to survive.

The article presents an overview of the Spanish trajectory in budgetary reforms, especially in the area of fiscal stability and discipline and their theoretical premises. The reforms are connected with a tendency observed in many high developed countries, which resign from traditional administration of public sector and adopt rules of New Public Management. The aim of undertaken actions is to increase an efficiency and effectiveness of the fiscal policy through such instrument as long-term budget planning, system of fiscal rules and performance budget. The article reports changes to budget process and resources management, particularly in central government of Spain since the second half of the 1970s. Finally, discussion turns to an evaluation of the main outcomes of the reforms attempted in the area of budgeting process. Spain has followed a long path of incremental budgetary reforms comprising of attempts to rationalize spending decisions. The conclusions suggest that the process is not yet accomplished and budgetary system is still vulnerable to external factors.

Zasadniczym celem pracy jest przeanalizowanie roli futbolu w polskiej gospodarce, zwracając szczególną uwagę na rodzaj i siłę czynników, które determinują istnienie związków między piłką nożną a gospodarką. Przeanalizowana literatura przedmiotu oraz przyjęty cel badawczy pozwoliły przyjąć następującą hipotezę badawczą: "We współczesnych czasach piłka nożna ma niewielkie znaczenie w gospodarce Polski". Źródłem danych będzie raport Ekstraklasa piłkarskiego biznesu 2013, opracowany przez firmę EY oraz dane Głównego Urzędu Statystycznego w Warszawie.(fragment tekstu)

This paper aims to examine the problem of importance of football in the Polish economy. Theoretical part of the paper will describe specific characteristics of sports market and present features of the products offered by football clubs. The empirical part will concern the percentage participation of cumulated budgets of football clubs in relation to Gross Domestic Product (GDP) in Poland in the years 2009-2012. Source of data is report "Ekstraklasa Piłkarskiego Biznesu ", prepared by EY and information provided by the Central Statistical Office of Poland. Author is a graduate of Applied Computer Science at the Jagiellonian University and Economics at the Cracow University of Economics. The article is a continuation of his research of the football economy. After thesis related to sports marketing author is preparing a publication of commercial exploitation of Polish stadiums after UEFA EURO 2012. (original abstract)

For over 50 years the German sports subject compete with each other in the 1. Bundesliga. This competition is no longer limited only to sport aspect, but more and more it takes economic dimension. In 1998-2013 Sustainable Football Enterprise led to the situation where their combined turnover was 2 bln EUR, own capital 778.8 mln EUR, and the number of created jobs was 28 000. A good example of the transformation that those has gone through was the story of Borussia Dortmund. After transformation into a limited partnership it was decided to start the activity on the stock market, which resulted in gaining 143 mln EUR of capital. In case on this club focusing only on the sport dimension nearly led to bankruptcy. The implementation of the rescue plan associated with activity diversification, as well as the intense new sources of funding in 2011-2013, led to both success in sports and economic field.

Media have an important role in the development of professional sport in Germany. Revenue from broadcast media have become an important source of external financing for German sports enterprises. Their sales are centralized and managed by a company specializing in Professional Leagues in Federal Republic of Germany. The increase in economic importance of sport and the legal system in this sector captured the attention of the Federal Cartel Office and the bodies of the European Community. The interventions of national and European institutions have influenced the changes in the legal order in this market by contributing to greater benefits for consumers, as well as to raise the competitiveness of German sports enterprises
