The diplomatic efforts made since the First World War by the Ukrainian diaspora, mainly living in Austria and Germany, to create an independent Ukrainian state, did not bring a positive outcome. The existing Ukrainian Soviet Socialist Republic was not the political creation that corresponded to the ideals of the Ukrainians who remained outside its borders. The Ukrainian national minority in Poland also fought for its political existence. The methods of preparation for possible state sovereignty took different forms, from diversion and terror - Eastern Lesser Poland and Volhynia - to the preparation of armed units in Austria and Germany. First of all, Germany was the country which aroused hopes among Ukrainian nationalists for the creation of a free Ukraine. One of the paths leading to the realization of the unrealistic aspirations was the participation of the Ukrainian Legion in the fight against Poland in 1939 at the side of the Third Reich.

Zabiegi dyplomatyczne czynione od I wojny światowej przez diasporę ukraińską, zamieszkującą przede wszystkim Austrię i Niemcy w sprawie utworzenia samodzielnego państwa ukraińskiego, nie przynosiły pozytywnego rozstrzygnięcia. Istniejąca Ukraińska Sowiecka Socjalistyczna Republika nie była tym tworem politycznym, który odpowiadał ideałom pozostającym poza jej granicami Ukraińców. O swój byt polityczny walczyła też ukraińska mniejszość narodowa w Polsce. Metody przygotowania do ewentualnej suwerenności państwowej przybierały różne formy, od dywersji i terroru – Małopolska Wschodnia i Wołyń - do przygotowań jednostek zbrojnych na terenie Austrii i Niemiec. To przede wszystkim Niemcy były tym państwem, które rozbudzało nadzieje nacjonalistów ukraińskich na utworzenie wolnej Ukrainy. Jedną z dróg prowadzących do urzeczywistnienia mało realnych dążeń miał być udział Legionu Ukraińskiego w walce przeciwko Polsce w 1939 r. u boku III Rzeszy.
