Zagadnienie konkurencyjności samorządu terytorialnego jest zagadnieniem istotnym nie tylko z punktu widzenia analiz ekonomicznych, ale również z uwagi na jej znaczenie dla polityki makroekonomicznej państwa. Istnieje, bowiem silne korelacja pomiędzy efektywnością funkcjonowania na poziomie regionalnym i lokalnym, a efektywnością w realizowaniu funkcji publicznych przez państwo, np. podział funkcji i zadań, powiązania istniejące pomiędzy budżetem centralnym, a budżetami lokalnymi. Konkurencyjność samorządu terytorialnego postrzegana jest w kontekście umiejętności adaptowania przez nie pozytywnych trendów pojawiających się w otoczeniu kreujących dla nich korzyści wewnętrzne i zewnętrzne np. rozwój przedsiębiorczości, kreowanie rozwoju lokalnego. Celem artykułu jest przybliżenie pojęcia konkurencyjności samorządu terytorialnego, w tym analizy budżetu gmin w latach 2002-2006, jako jednego z kluczowych czynników konkurencyjności samorządu terytorialnego.

The issue of competitiveness of a local government is an important subject not only from the point of view of economic analyses but also due to its significance for the macroeconomic policy of a country. This is because there is a strong correlation between the effectiveness of operation on the regional and local level and effectiveness in realising public functions by the state, e.g. division of functions and tasks, links existing between the central budget and local budgets. The competitiveness of a local government is perceived in the context of the ability to adapt by it positive trends that appear within its reach creating internal and external advantages, e.g. the development of entrepreneurship, facilitating local development. The purpose of this article is to present the notion of competitiveness of a local government, including the analysis of the gminas' budget between 2002 and 2006 as one of factors of competitiveness of a local government.
