The author pays special attention to four groups of collaborators: employees of clubs’ offices and groups’ offices, employees of Deputies’ offices, Deputy’s volunteer assistants and assistants supporting the activities of Deputies within selected organs of the Sejm: the activity of a Deputy who is a member of a committee of inquiry may be supported by no more than two assistants, the activity of a Deputy chairing a permanent or special committee may be supported by one assistant, the activity of a Deputy chairing a standing parliamentary delegation to international assemblies and organizations may be supported by one assistant.

The opinion deals with the question of an increasing number Deputies’ (parliamentary) groupings, which poses a real problem for the functioning of the Sejm. It provides a thesis, according to which the governing bodies of the Sejm and the Senate should consider a reform of the rules governing the procedure for the foundation of parliamentary (non-political) groupings. The author proposes changes in the rules of procedure of both chambers and in the Act on the Exercise of the Mandate of a Deputy or Senator in this respect.

W artykule zostały omówione instrumenty kontrolne stosowane przez komisje sejmowe działające jako organy Sejmu. Komisje dysponują szerokim katalogiem możliwości realizowania funkcji kontrolnej, jednak nie mogą one wykraczać poza granie określone w konstytucji. Niektóre komisje mają własne uprawnienia na podstawie specjalnych regulacji ustawowych. Artykuł opiera się na przepisach prawa i praktyce parlamentarnej, wskazuje wady i zalety stosowanych instrumentów, a także zawiera wnioski dotyczące możliwości udoskonalenia przedmiotowego aspektu działania komisji.

The article discusses the control instruments used by Sejm committees acting as bodies of the Sejm. The committees have a wide range of possibilities to perform their control function, but they cannot go beyond the scope specified in the constitution. Some committees have their own powers based on special statutory regulations. The article is based on legal provisions and parliamentary practice, indicates the advantages and disadvantages of the instruments used, and also contains conclusions regarding the possibilities of improving this aspect of the committee’s operation.

Celem artykułu jest prześledzenie działalności politycznej członków rodu Potockich w czasie panowania Jana III Sobieskiego. Analiza dotyczy aktywności parlamentarnej Potockich, którzy pełnili w tym okresie funkcje posłów oraz senatorów. W przypadku posłów obejmuje rozpoznanie sejmików, z których wybierani byli na funkcje poselskie, oraz przejawy ich aktywności na forum sejmu. W przypadku senatorów dotyczy ich odpowiedzi na deliberatoria przedsejmowe, wygłoszone wota senatorskie, udział w obradach sejmików przedsejmowych i frekwencję na sejmach. Dzięki analizie można spróbować odpowiedzieć na pytanie, na ile aktywność sejmowa przekładała się na awanse i kariery polityczne.

Since the beginning of the 17th century the gens Potocki enjoyed their growing significance in the Polish‑Lithuanian Commonwealth. It translated into ever more frequent taking and holding by them state offices and functions, including the ones of MPs. What could now be estimated is that during thereign of John III Sobieski as many as ten Potockis held a seat in Sejm. The most experienced among them was Stefan Potocki, who served four terms. The remainder of the mentioned representatives include persons who served a few terms. Overall, the Potockis held the office of MP 27 times. However,their activity as MPs was not too impressive, which is corroborated by few and far between mentions about them in parliamentary minutes. More active seem to have been the senators originating from the gens Potocki, namely brothers Jędrzej and Feliks, yet the said activity might have stemmed fromthe King’s expectations. They partook in pre‑Sejm dietines and relatively frequently were present during Sejm sessions. Their senate advisory speeches (Polish wota senatorskie) did not consist of hot‑air rhetoric, but included helpful comments on state of the commonwealth. It may seem, however, that both for MPs and for senators coming from the family Potocki the military service was paramount, and the political activity merely complemented it.

The article refers to the figure of Józef Milik (1891–1944), a national movement parliamentarian and social activist from Podlasie. The article tries to present a political biography of a pre-war member of the People’s National Association and the National Party from 1928 to 1935 on the basis of available archival and statistical sources as well as studies and diaries. It also takes into account the political function of J. Milik’s social and self-government activities, especially with regard to his home Sokołów County. J. Milik was also a member of the County Department and County self-government and organizer of social life in his home municipality of Sterdyń. In this way, his way of life is shown, which made him one of the important figures of National Democracy on a regional and national scale becoming a part of the central authorities of the National Party. The author also presents J. Milk’s involvement in the development of conspiracy structures and activities in the National Unity Council – the parliament of the Polish Underground State during World War II. He stresses the continued need for research, in particular on this period, which is however limited by the quantity and content of sources.

Artykuł dotyczy postaci Józefa Milika (1891–1944), parlamentarzysty ruchu narodowego oraz działacza społecznego z Podlasia. Na podstawie dostępnych źródeł archiwalnych, statystycznych, opracowań i pamiętników starano się przedstawić biografię polityczną przedwojennego posła Związku Ludowo-Narodowego i Stronnictwa Narodowego w latach 1928–1935. Badaniami objęto także powiązaną z funkcją polityczną działalność społeczną i samorządową J. Milika, zwłaszcza w odniesieniu do jego rodzinnego powiatu sokołowskiego. J. Milik był bowiem także członkiem Wydziału Powiatowego i Sejmiku Powiatowego oraz organizatorem życia społecznego w swojej rodzinnej gminie Sterdyń. W ten sposób została ukazana jego droga życiowa, która spowodowała, że stał się jedną z ważnych postaci endecji w skali regionu i kraju, wchodząc m.in. w skład centralnych organów władzy Stronnictwa Narodowego.Autor przedstawił również zaangażowanie J. Milika w rozwój struktur konspiracyjnych i działalność w Radzie Jedności Narodowej – parlamencie Polskiego Państwa Podziemnego podczas II wojny światowej. Podkreślił dalszą potrzebę badań zwłaszcza nad tym okresem, którą jednak ogranicza ilość i zawartość źródeł.
