The authoress presents a concept and implementation of Universal Bibliographic Control program. Statements from the most important IFLA and UNESCO congresses on UBC are discussed - in particular standards for bibliographic data, formats for data, types of documents recorded in national bibliographies, forms of national bibliographies and tasks of national bibliographic agencies. Finally, the authoress reports on the most up-to-date (2008) Library of Congress and IFLA guidelines concerning the future of national bibliographies in the context of rapidly evolving electronic information technologies.

The article presents Polish current national bibliography against a background of national bibliographies in: Czech Republic, France, German, Great Britain, Lithuania, Slovakia Sweden and Russia. The analyze concerns: general selection criteria, numbers of series, sort of bibliographic records, schedule of print series, forms of publications and institutions in charge of current national bibliographies.

The author has discussed some of the problems of journals edited by ethnic minorities in Poland between the years 1989–2007. He has taken and described the most important tittles from a wide range of at least one hundred such journals. The author then showed on what scale these periodicals were registered in the national bibliography. Finally he has given several examples of library stocks (universities and public libraries), which are still collecting these ethnic minority journals. It appears that the number of these titles are very little.
