Research background: Various and complicated reasons for belonging to the NEET category (not in education, employment or training), resulting largely from young people's personal and family circumstances, cause that the activation programmes undertaken by public employment services, both in the professional and educational sphere, prove inadequate. Despite the fact that labour market instruments dedicated to young people represent a wide range of possibilities for supporting them in combating professional and educational inactivity, the background of their problems requires new actions that should be undertaken by labour market institutions and their partners. Purpose of the article: Taking the above into consideration, the aim of this study is to identify the challenges faced by the public employment services and other labour market institutions in the area of activating youth experiencing the most difficult situation in the labour market. Methods: The article is based partly on the results of quantitative and qualitative research, conducted in the framework of the project implemented by the Provincial Labour Office in Bialystok Podlasie open to young people, financed by Operational Programme Knowledge Education Development (PO WER). Findings & Value added: The results of the study have led to the identification of necessary actions which should be undertaken by labour market institutions to support young people representing the NEET generation. These actions can be classified into different categories. They include preventing inclusion into the NEET group, developing the most effective solutions in the area of getting in touch with this group of young people and supporting them as well as creating a culture of cooperation for their benefit. The study has also revealed the need to carry out in-depth research of the NEET population.

The permanent division of the EU Member States into a southern region (with huge imbalances in the youth labour market) and a northern region (with a relatively good situation for the youngest part of the workforce) is a serious challenge for the cohesion policy. The aim of this research is to assess the divergence of the youth labour market in the EU countries and the impact of the COVID-19 pandemic on it. In the research, classical measures of dispersion were used and the gamma convergence method was adopted. The used indicators were: NEETs and the unemployment rate (age group between 15–24 years old). Research results: despite significant disproportions, the existence of convergence was found, although the COVID-19 crisis inhibited it.

Trwały podział krajów Unii Europejskiej na południe (z olbrzymimi nierównowagami na rynku pracy młodzieży) i północ (z relatywnie dobrą sytuacją najmłodszej części siły roboczej) jest poważnym wyzwaniem dla polityki spójności. Celem zaprezentowanych badań jest ocena dywergencji rynku pracy młodzieży w krajach Unii Europejskiej oraz wpływu pandemii COVID-19 na to zróżnicowanie. W badaniach wykorzystano klasyczne miary dyspersji oraz zaadoptowano metodę konwergencji typu gamma. Użyte wskaźniki to NEETs i stopa bezrobocia (grupa wiekowa 15–24 lat). Pomimo wyraźnie utrzymujących się bardzo dużych różnic pomiędzy krajami UE, w badaniu stwierdzono zachodzącą między nimi konwergencję, aczkolwiek kryzys COVID-19 zahamował ją.

Drawing from ethnographic fieldwork on a wage subsidy project for NEETs in London, this article examines how talk and documents are used to make sense of caseloads and clients. The article draws attention to the way that staff account for clients through using “Intervention Tales.” The use of these tales provide insights into the routine implementation of labor market interventions. The article describes the work involved in documenting staff-client interactions and selecting which clients to put forward for “live vacancies.” The article shows how organizational documents, spreadsheets, and client registration forms are used as resources for assessing “hard to engage” clients during routine activities. In this sense, intervention tales, talk, and documents provide practical resources for organizing ordinary activities, such as segmenting client caseloads and characterizing individual clients.
