The first part of the paper summarizes NPM approaches in public administration reforms in the countries of Central and Eastern Europe (CEECs), and focuses particularly on contracting of public services delivery, outsourcing of supportive services in public organizations and Program (performance) budgeting and performance evaluation and financing. The problems discussed in the first part open a discussion on public management education of civil servants in CEECs with which deals the second part of the paper. The data available clearly indicate that the contents and quality of public management higher education in the three selected countries - Slovakia, Czech Republic and Poland - do not meet the current needs of a modern state.

Reforms of the public sector, conducted in the spirit of NPM since the 1990s, are frequently studied by Western and Eastern scholars. The research shows national variations in how the NPM idea was translated and adapted into a country’s context and regulations. Care for the elderly is an interesting example of reforms conducted in the spirit of NPM, because it relates to welfare and health care and to the competences of provincial and local authorities in most European countries. This paper addresses the following questions: What do we know about the reforms conducted in the spirit of NPM and its practical implication within the field of care for the elderly during 1990 - 2010? What kind of knowledge about care for the elderly is still missing and should be developed in the future ? Th is paper conducts comparative research on what is known about the effects of the Swedish and the Polish reforms regarding care for the elderly. It argues that most literature points to negative effects, but also to the fact that there are still gaps in our knowledge about the effects of reforms concerning elderly care, especially regarding its organization. Hence, despite all the research done, we do not know what kind of social and health-care services for seniors represent the best practices for the future.

E-Services vs Concern for the Image of ZUS

The article presents e-actions undertaken by the Social Security Institution (Zakład Ubezpieczeń Społecznych, ZUS) — a state-owned institution that accomplishes tasks determined by the law. The aim of this study is to present current e-services offered by ZUS as well as to analyse the influence of the aforementioned services on the image of this institution, which lays great emphasis in its vision and mission statement on customer care and also building trust in this institution. Actions taken by ZUS permit a claim that ZUS is prepared to support customers remotely. The institution responds to signals sent from society and addresses customers’ needs by implementing modern communication techniques as well as by educating and popularizing knowledge of social insurance. Critical analyses and results of the statistical research made available by the ZUS Customer Service Department were used in the writing of this article.

W artykule przedstawiono działania elektroniczne (e-działania) podejmowane przez Zakład Ubezpieczeń Społecznych (ZUS) – instytucję administracji publicznej, realizującą zadania określone przepisami prawa. Celem tego opracowania jest prezentacja aktualnych e-usług oferowanych przez ZUS, a także analiza wpływu wyżej wymienionych usług na kreowanie wizerunku tej instytucji, która kładzie duży nacisk – w swojej wizji i misji – na opiekę nad klientem oraz budowanie wzajemnego zaufania. Działania podejmowane przez ZUS pozwalają wysunąć tezę, że instytucja ta jest przygotowana do wspierania klientów na odległość. Instytucja reaguje na sygnały wysyłane z zewnątrz i otwiera się na potrzeby klientów, wdrażając nowoczesne techniki komunikacji, a także edukuje i popularyzuje wiedzę na temat ubezpieczeń społecznych. W artykule wykorzystano analizę krytyczną oraz wyniki badań statystycznych udostępnione przez Dział Obsługi Klienta w ZUS.

This paper is a reaction to a number of critical articles in Gothenburg’s media about privatized care services for elderly, which were published in the last year. Home services for elderly are seldom studied separately. Nonetheless they deserve researchers’ attention since the Swedish authority perceive home services as the best solution for older people according to Ädelreform of 1992, secured by the Social Service Act of 1980: 620 (Socialtjänstlag 1980: 620), 19§ and 20§ and its following adjustments that did not changed the first law in this regard (e.g., Socialtjänstlag 1997: 313; 1998: 384), and since especially knowledge about differences between public and private agencies providing home care services for the elderly is severely lacking (Öppna jämförelser: vård och omsorg om äldre, 2012). Hence, in this paper I ask: What have the public and private home care providers in common? What differences can be observed in their understanding of home care services for elderly and working methods? What lessons can be learned from the implementation of the state delegation of home care services for elderly to the municipal authorities? The purpose of this study is to compare and evaluate the public and private home care services for elderly given economic limitations after delegating them to municipality in the Gothenburg Region. The additional aim is to make politicians conscious about this development. The theoretical model of delegation and decentralization by Cristiano Castelfranchi and Rino Falcone (1998) and the Resource Dependency Theory by Pfeffer and Salancik (1978) constitute the theoretical reference frame. The study is based on an analysis of state regulation, policy documents and semi-structured interviews with the chief responsible for public and private home care services for elderly at the municipal level. This study reveals that the delegation of care for elderly to the municipalities faced some serious problems not be solved until 2013 and surprisingly that these problems are especially seen where the recipients of such care don’t have a choice on their service provider. The lesson drawn from the research is that if politicians or other authorities take away the right from people to make their own decisions about their own lives this inevitably results in dissatisfaction and subsequent reforms.

Celem artykułu jest porównanie i ocena publicznych i prywatnych domowych usług opiekuńczych dla ludzi starszych w regionie Goeteborg w Szwecji po przekazaniu przez władze centralne odpowiedzialności za te usługi na poziom samorządowy. Artykuł oparty jest na analizie legislacji, dokumentów urzędowych oraz wywiadów z kierownikami instytucji samorządowych odpowiedzialnymi za usługi opiekuńcze dla ludzi starszych w miejscu zamieszkania.
