The article describes the efforts of the Silesian Library to include its collections in the National Library Resources. Presents two unique collections included in this category of protected resources in 2017: polonica and silesiaca of the 16th century (645 works from 1501-1600) and manuscripts of the Library of the Lviv Theater (3827 items). Research, library and digitization works related to these valuable collections and also their value for science and culture were discussed.

Artykuł opisuje starania Biblioteki Śląskiej o włączenie swoich zbiorów do Narodowego Zasobu Bibliotecznego oraz prezentuje dwie unikatowe kolekcje zaliczone w 2017 r. do tego szczególnego zasobu: polonica i silesiaca XVI w. (645 dzieł z lat 1501-1600) oraz rękopisy Biblioteki Teatru Lwowskiego (3827 egzemplarzy). Omówiono prace badawcze, biblioteczne i digitalizacyjne związane z tymi cennymi kolekcjami oraz ich wartość dla nauki i kultury.

W artykule zostały omówione akty prawne z zakresu narodowego zasobu piśmiennictwa w ujęciu chronologicznym. Ich analiza pozwoliła na wyszczególnienie kompetencji Krajowej Rady Bibliotecznej i Rady ds. Narodowego Zasobu Bibliotecznego (NZB). Na tej podstawie zostały także opisane wymagania, jakie muszą spełniać biblioteki, aby ich zasoby zostały włączone do chronionych zbiorów. Przeanalizowano wpływ środowiska bibliotekarskiego na formułowanie przepisów określających NZB.

The article discusses legal acts referring to the national literary resources arranged chronologically. The analysis of these acts enabled the author to distinguish the competences of the State Library Board and the National Library Resources Board (NZB). On this basis the article also describes the requirements which libraries have to meet so that their resources may be included in the category of protected resources. The influence of the library community upon the formulation of regulations defining the NZB was also analysed.

The legal status of libraries in Poland was defined by the decree on libraries and the care of collections dated 17 September 1946. This decree was repealed by the Act on libraries, dated April 9, 1968, which was repealed by Article. 31 of Act on libraries, dated 27 June, 1997. The legislature didn’t define the concept of a library, but only pointed out the basic tasks of the library. Not every entity that uses its name in code “library” is a library within the meaning of the Act. Public libraries can’t be combined with other institutions, school libraries or pedagogical libraries. The Act regulates the notion of library materials, the National Resource Library, the competence of the Council for this resource, the tasks and functions of the National Library Council. The problem is in the library policy, which hasn’t been defined in the an appropriate manner. In addition to public libraries, there are scientific, school and pedagogical libraries. The law doesn’t regulate the status of library staff. The important role of libraries show numerous provisions of the Constitution
