The modern model of state education in Russia promotes patriotism and devotion to the authorities. Young people must be proud of their origin and, in spite of deteriorating material conditions, should stay in the country contributing to its development. Cadet Corps Alumni are an example of a patriotic education model. Several years of learning in the military school shapes their beliefs and teaches them complete surrender to authority. Patriotism, combined with the sense of external threat, has become the driving force behind the reconstruction of the Russian superpower. One of the cornerstones of the school is the acceptance of Putin’s Russia by spreading the vision of becoming an international representative of the country. The increase in military spending and functioning of military schools such as the Corps of Cadets give rise to fears that in the future Russia the army will become one of the tools of the superpower on the arena of foreign policy.

Artykuł omawia zmiany wprowadzone obowiązującym obecnie (od maja 2013 r.) rozporządzeniem Ministerstwa Edukacji Narodowej w sprawie zasad udzielania i organizacji pomocy psychologiczno-pedagogicznej, odnosząc się do rozporządzenia w tej sprawie z 2010 r. Wskazano różnice wprowadzone „nowym” aktem prawnym, m.in. takie jak poszerzenie spektrum osób udzielających pomocy, sposób i  formy udzielania jej uczniom oraz zróżnicowanie zasad w odniesieniu do uczniów objętych lub nieobjętych kształceniem specjalnym. Odniesiono się także do zadań wychowawców i nauczycieli, jakie na nich nakładają obecne wymagania prawne.

The paper examines all the changes introduced by the current (in effect since May 2013) Regulation by the Minister of National Education on the rules for providing psychological and pedagogical support and contrasts them with the previous Regulation of 2010. Differences instituted by the “new” act were emphasised, e.g. broadening of the group of specialists qualified to provide psychological and pedagogical support, means and forms of the aforementioned support and diversification of rules applicable to students with and without special educational needs. The obligations imposed by valid legal requirements upon teachers, tutors and educators were also discussed.

The article presents an analysis of texts that were published in the Kiev periodical “Rada” (1906–1914) and which are devoted to current issues of Czech social life at the beginning of the 20th century. The analysis tries to find out what was known about the Czech lands at the time and how they were seen by Ukrainian journalists from leading Kiev newspapers. The main issues that attracted the attention of the editors were the international meetings held in Prague with the participation of the Ukrainian intelligentsia, especially the “All-Sokol Festival”. The editorial board of “Rada” also explained in detail the problems of the spreading national education in the Germanised areas in northern Bohemia. The Ukrainian intelligentsia promoted the idea that the Czechs could be a successful example of the struggle of an oppressed nation against the ruling centre of the empire. Several journalists discussed the Czech issue: Ippolyt (Hyppolit Olgerd) Bochkovsky, Leonid Zhebunyov, Volodymyr Pisnyachevsky and Sofia Rusova.
