Within the framework of the Polish National Emergency and Fire System (NEFS), tasks are realized in the areas of rescuing life, health and property of the citizens, as well as environmental protection. The purpose of this article is to depict the rules of the functioning of this system, with a special emphasis on State Fire Service, which plays a significant role in NEFS, among others as an organizer thereof. First, the origin and tasks of NEFS are presented, and the areas of Polish public security are indicated of which particular bodies associated in NEFS take care; the organization and tasks of State Fire Service are also outlined. Then, the place of NEFS and State Fire Service in crisis management is indicated. The presentation of the above issues allows the author to conclude that State Fire Service plays a leading role in multiple rescue operations and is a vital component of the system of internal security, e.g. as a pillar of NEFS.

W artykule zaprezentowano wyniki analizy głównych potrzeb, problemów i wyzwań związanych z działalnością ochotniczych straży pożarnych z terenu województwa mazowieckiego. W celu ich identyfikacji przeprowadzono badanie ankietowe, skierowane do mazowieckich jednostek OSP. Przedmiotowa analiza pozwoliła m.in. na rozpoznanie potrzeb ochotniczych straży pożarnych w zakresie poprawy wyposażenia, podnoszenia sprawności członków jednostek do prowadzenia akcji ratowniczych oraz zebranie informacji na temat przygotowania jednostek do prowadzenia działań ratowniczych. Nadesłane odpowiedzi umożliwiły także ustalenie najbardziej pożądanych przez jednostki OSP form wsparcia ich działalności. Niniejszą analizę uzupełniono również o podstawowe informacje nt. Krajowego Systemu Ratowniczo-Gaśniczego i analizę przepisów będących podstawą działalności i finansowania ochotniczych straży pożarnych, w tym w szczególności ustawy z dnia 24 sierpnia 1991 r. o ochronie przeciwpożarowej i ustawy z dnia 7 kwietnia 1989 r. Prawo o stowarzyszeniach.

The article presents the results of an analysis of the main needs, problems and challenges related to the activities of volunteer fire brigades in the Mazovia Region. The analysis is based on a survey conducted among Mazovian volunteer fire brigades. The analysis allowed for the needs of volunteer fire brigades to be identified in terms of improving equipment and the efficiency of unit members in conducting rescue operations. The survey also provided information on the preparation of units for conducting rescue operations. Finally, the answers allowed for the identification of the forms of support most needed for volunteer fire brigades activities. This study has been supplemented with basic information on the National Emergency and Fire System and an analysis of the Polish legal provisions underlying the activities and financing of volunteer fire brigades, including in particular the Act of 24 August 1991 on Fire Protection and the Act of 7 April 1989 on the Law about associations.
