The paper presents the role of political culture during a natural disaster, which affected Japan in 2011. The genesis and evolution of Japanese mentality were discussed. Course of technical failure in power station Fukushima I occurred after the earthquake, tsunami and procedure of government, operator and workers during the removal were characterized. In summary, positive and negative aspects of Japanese politics and social awareness which revealed during considered situation were noted.

W artykule przedstawiono rolę kultury politycznej podczas klęski żywiołowej, która dotknęła Japonię w 2011 r. Omówiono genezę i ewolucję mentalności japońskiej. Scharakteryzowano przebieg awarii technicznej w elektrowni Fukushima I, zaistniałej po trzęsieniu ziemi i fali tsunami oraz postępowanie rządu, operatora i pracowników w toku jej usuwania. W podsumowaniu zwrócono uwagę na pozytywne i negatywne aspekty japońskiej polityki oraz świadomości społecznej, które objawiły się podczas rozpatrywanej sytuacji.

W artykule zaprezentowano czynniki warunkujące skuteczność operacji logistycznych humanitarnego łańcucha dostaw w warunkach katastrof naturalnych, bazując na przykładzie ugrupowania regionalnego ASEAN. W pierwszej kolejności wyróżniono stosowaną terminologię z zakresu logistyki humanitarnej oraz humanitarnego łańcucha dostaw. Ponadto autor dokonał syntezy piętnastu operacji logistycznych pomocy humanitarnej w warunkach katastrof naturalnych podjętych w latach 2012-2016, które były koordynowane przez instytucję AHA Centre. Rezultatem przeprowadzonego badania jest wskazanie istoty i znaczenia integracji oraz koordynacji na poziomie ugrupowania regionalnego. Wskazano zatem operacje logistyczne o charakterze głównym oraz uzupełniającym.

The paper presents the logistics operations’ effectiveness factors of humanitarian supply chain during natural disasters illustrated through an ASEAN Community example. First of all, the terminology associated with humanitarian logistics and humanitarian supply chain was presented. Furthermore, the author made a synthesis of fifteen logistics operations of humanitarian aid during natural disasters from the period 2012- 2016 that were coordinated by the AHA Centre institution. As a result, the essence and importance of integration and coordination processes at the regional level were indicated. Therefore, the main and supplementary logistics operations were characterized.
