The paper describes network governance as a composite phenomenon, where three coordination mechanisms are mobilized in different proportions according to intentional manager's behaviors. The quest for better compositions is shown here as a typical optimization problem, subject to environment influence. In order to better understand optimal composition the author suggests that resource based view of the firm and the evolutionary perspective are more useful than neo-institutional economics.
