In this paper, I assume that in modern society under the conditions of democratization at least two fundamental social processes are taking place. Te processes of democratization bring about the civil society empowerment, which result in society becoming increasingly diverse. At the same time, from the point of view of the dominant part of society, the increase of societal diversity causes the loss of indispensable cohesion and communital character of society. Tis results in rising confict between diversity and community, confict that at least over time becomes politicized and need to be solved.In my view, the way to solve this contradiction lies in constructing the nationally heterogeneous civil state and pluralistic society
