The article is based on the results of the PROFIT project collected during research conducted in Poland by the research team from University of Lódz. It summarizes main findings from all qualitative research stages: interviews with parliamentary politicians, who are in charge of creation and implementation of social policy; group interviews with local stakeholders who are responsible for the social affairs in towns under study and in-depth interviews with young adults who are end-users of the social policy. The authors also make an attempt to present some recommendations for policy makers, based on the research outcomes.

Decentralization of public administration, subsidiarity and delegation of considerable set of tasks (traditionally belonging to public administration) to organizations of the non-governmental sector are tendencies prevailing in most European countries and intensively promoted by the European Union as effective and socially beneficial solutions. Attitudes and actions taken by the stakeholders, active at various levels of local administration, are decisive for implementation and realization of the above mentioned recommendations. The article is based on results of focus group interviews carried out in eight towns selected for the purposes of the PROFIT project. Applying the comparative perspective and referring to the phenomenon of inheritance of social inequalities, the author discusses viewpoints of people responsible for creation and realization of social policy at the local level.

The author presents the manner of town cases' selection within the framework of the PROFIT project and synthetically discusses structural conditions of the transmission of social inequalities in the studied local communities. Macro-social as well as town-specific aspects influencing the incidence of intergenerational transmission of social inequalities are being touched upon. Socio-demographical data concerning respective towns along with focus group interviews constituted the base of the analysis. Respondents represented local authorities, public administration, social services and third sector.

Main theoretical background of the article is Pierre Bordieu's concept of habitus. Class analysis is applied with the use of simplified form of EGP classification.

The article has been divided into two parts. In the first one the author presents dominant trends of the contemporary academic discourse over the European social policy, in the context of progressive europeization in this field as well and on the level of comparative research. The second part of the article depicts results of studies led among central level politicians (members of parliament, members of government) conducted by each national research team within the framework of the PROFIT project. The starting point of the research was the assumption that the way politicians contextualize the problem of social inequalities inheritance and politicians' opinions about the phenomenon of IIofI can considerably influence the mode state's priorities concerning social policy are being formulated.

Socio-economic condition of a society, associated with both inner and international economic, political and social processes, is a specific context of all social phenomena. While applying the comparative perspective, the authoress points at macro-scale processes determining the risk factor of International Inheritance of Inequalities in respective countries. Comparisons of structural contexts of the PROFIT project participant countries have been conducted with the application of various indicators of economic and social situation in each of them.

The article presents findings of the survey conducted within the framework of the PROFIT project among young adults in eight European towns. The authoress attempts to assess the incidence of low socio- and economic status inheritance among the representatives of the investigated age group and to identify factors influencing the scope of their social mobility. The whole sample (1680 young Europeans) as well as samples from towns under study is a subject for statistical analysis.
