As an EU Member State, Poland agreed to designate sites of the Natura 2000 on its territory. At present, Natura 2000 covers approx. 1/5 of the territory of country and is part of the European Ecological Network Natura 2000 (N2000). In the process of marking out the boundaries of the sites, not enough time has been devoted to disseminating information about N2000 and consulting local authorities; Thus, it should not come as a surprise that many citizens consider the network an impediment to economic growth of rural areas within N2000 sites. This paper constitutes an element in the ongoing discussion of academic circles and local self-governments on the real and potential complications and limitations to the development of rural areas caused by the Natura 2000. The attempt to systematize the problems stemming from the activities of businessmen, farmers, commune authorities, and other citizens on sites within the Natura 2000 network, should be extremely useful in the early phase of managing the N2000 sites, particularly in the planning of conservation tasks, which will determine local conditions for business over the next 10 years. The results of the study and its conclusions should help successfully implement the idea of sustainable development of rural areas within EEN N2000, in the name of a necessary compromise between the economic needs of local communities and the requirements of environmental conservation. The aim of the paper is to increase the knowledge of socioeconomic processes that occur in rural communes covered by the Natura 2000 network and of actions that ought to be taken to prevent self-governments from treating this form of protection as yet another fairly troublesome duty and costly task.

The paper describes economic relations between the Bialowieski National Park and local communities, including economic entities and self-governments of the adjacent communes. It presents economic functions that the Park fulfils in its environment, namely those of an employer, a contracting party, an investor/buyer of services and an owner of real estate. The paper also analyses the Park's economic relations with local economic entities from the tourist, timber and agricultural sectors, and with communes of the Hajnowski district (poviat). Much attention is given in the paper to the question of organisation of access of tourists to the Park's facilities as one of its statutory tasks and, at the same time, the main source of income of the Park's Auxiliary Estate. This, practically, is the only type of economic activity carried out within the boundaries of the Bialowieski National Park. The article constitutes an important statement in the discussion on the enlargement of the Park and on the economic and social determinants of this process.

The paper describes the relations between the protection and agricultural activities pursued on the territory of the Biebrzanski National Park. The strength and character of agriculture's impact on the environment are particularly important in the areas of great natural value that are sensitive to man's interference. The author discusses the positive influence exerted on the natural environment by extensive agriculture supported by the agricultural policy of the European Union through agricultural-environmental programmes which ensure minimal interference in the natural processes and which are conducive to the preservation of environmental equilibrium. The value of this type of agricultural activity consists chiefly of the preservation of the qualities of an agricultural landscape and biological diversity of species and habitats, which is extremely important in the case of areas covered by the European Ecological Network 'Natura 2000'.

The article comprises a presentation of selected results of studies over the ecological awareness of the inhabitants of villages situated in the communes covered by the 'Natura 2000' network. The first part of the article deals with the distribution of the indicator of pro-ecological attitudes, which helps reveal the categories of inhabitants who are particularly sensitive to and who have considerable knowledge of matters relating to the natural environment. The second part presents their opinions on the condition of the local environment. The surveyed persons are the proponents of the protection of the natural environment in the areas they live in and they are aware of the beauty of these areas. They believe that the attitudes and behaviours of local residents, and the activity of local authorities are decisive for the condition of the surrounding environment. They also think that restrictions connected with environmental protection ought to be compensated for in the form of special - but not only financial, privileges. The opinions of the surveyed villagers are not always consistent and they do not always find confirmation in their behaviours.

The article contains a description and analysis of methods aimed at the development of pro-environmental attitudes of rural residents in relation to the conducted research in protected areas with rich natural resources. The author discusses the nature of pro-environmental attitudes and their development, paying particular attention to the complexity and objective and subjective difficulty of this process. The analysis of literature and empirical studies with the support of the knowledge of psychology, socjology and andragogy allows the selection of the most effectives in promoting proekological attitudes. These incentives are of educational, economic, legal/administrative and social nature, with the inclusion of economic infrastructure and political stimulation barriers. Involvement of rural residents in the creation of local environmental policy should help to reveal their inner potential and foster the creation of local community-based care for the common territory.
