The aim of this article is to present the activities of the State Sanitary Inspection in the scope of health promotion. The organization, tasks and the field of the activities of the State Sanitary Inspection bodies are set out in the Act on State Sanitary Inspection of 14th March 1985. The State Sanitary Inspection is on assignment to carries out public health policy. The organizational units of this institution pursue the public health tasks taking preventive and current sanitary supervision, conducting preventive and anti-epidemiological activity with respect to infections diseases as well as conducting the educational and healthy activity. The issues concerning the health promotion play a crucial role in the educational and healthy activity of this Inspection. The health promotion might be also undertaken by the State Sanitary Inspection in the field of e.g. current or preventive sanitary supervision. However, in this sphere the health promotion has only an additional and supporting character. Within the educational and healthy activity, the State Sanitary Inspection promotes health by using non-imperious legal forms of public administration activity80. The division of non-imperious legal forms into: bilateral and unilateral one’s which was presented in a doctrine by T. Kuta has application in the activity of the State Sanitary Inspection relating to issues of the health promotion. The bilateral non-imperious forms are connected with collaboration among the State Sanitary Inspection and public and non-public entities. This collaboration is usually carried out as a nationwide or local long-term programmes or actions. However, the unilateral non-imperious forms of the State Sanitary Inspection are completed in the form of appeals and manifestos aimed at the single-reaction (e.g. social or media campaigns).

Jednym z priorytetów nowoczesnej medycyny jest nadzór nad zakażeniami, rozumiany jako aktywna profilaktyka i ograniczanie ryzyka rozwoju zakażeń u pacjentów. Nadzór ten jest szczególnie ważny na wysokospecjalistycznych oddziałach zabiegowych, oddziałach intensywnej terapii, oddziałach neonatologicznych czy dializacyjnych i internistycznych. Częstość występowania zakażeń szpitalnych świadczy o jakości i bezpieczeństwie opieki medycznej. Pomimo dynamicznego wzrostu świadomości zarówno personelu medycznego, jak i społeczeństwa, a także techniki świadczonych usług medycznych problem zakażeń szpitalnych nie maleje i dotyczy wszystkich szpitali na całym świecie. Ważne jest, aby na każdym szczeblu powstawania i rejestracji zakażeń szpitalnych powstawały programy naprawcze do zapobiegania i minimalizowania zakażeń, a idealne byłoby całkowite wyeliminowanie tego problemu. Służbą powołaną do nadzoru nad podejmowaniem działań zapobiegających szerzeniu się zakażeń i chorób zakaźnych jest Państwowa Inspekcja Sanitarna.

One of the priorities of modern medicine is the surveillance of infections, understood as active prevention and reducing the risk of developing infections in patients. This supervision is particularly important in highly specialist treatment departments, intensive care units, neonatal or dialysis and internist departments. The incidence of nosocomial infections indicates the quality and safety of medical care. Despite the rapid increase in the awareness of both medical staff and the public, as well as the techniques of medical services, the problem of nosocomial infections does not decrease and applies to all hospitals around the world. It is important that corrective programs to prevent and minimize infections are created at every level of hospital infection registration and registration, and it would be ideal to completely eliminate this problem. The service established to supervise the undertaking of activities preventing the spread of infections and infectious diseases is the State Sanitary Inspection.

The purpose of this article is to analyse the actions of the State Sanitary Inspectorate. The first part of the article presents a brief history of biological security relating to human beings and an outline of the evolution of the concept of public health. The main section of the article outlines activities within the broadly defined field of biosecurity/public health and presents the institution being analysed. The analysis concludes that the State Sanitary Inspectorate requires organisational changes.

Celem niniejszego artykułu jest analiza działań Państwowej Inspekcji Sanitarnej. Wstępna część artykułu przedstawia pokrótce historię działań w dziedzinie bezpieczeństwa biologicznego gatunku ludzkiego, a także ewolucję koncepcji zdrowia publicznego. Część główna opracowania przedstawia działania w szeroko pojętej dziedzinie bezpieczeństwa biologicznego / zdrowia publicznego ludności, jak również prezentuje badaną instytucję. Analiza pozwala stwierdzić, że omawiana instytucja wymaga zmian organizacyjnych.

This audit was dedicated to the activities of the inspectorates responsible for health and trade quality of food in the area of food safety. The objective of the audit was to find out whether the systems for providing food safety and quality were appropri ate and effective. The competences of the inspectorates that operate in Poland were assigned in accordance with the division between food health safety and food trade safety, in relation to the objectives to be implemented. Each inspectorate performed its duties set out in the legal regulations, they made risk analyses, and on that basis they developed inspection plans and plans for collecting food samples. The audit was con ducted at the Chief Sanitary Inspectorate (Polish: Główny Inspektorat Sanitarny, GIS), the Chief Veterinary Inspectorate (Polish: Główny Inspektorat Weterynarii), the Chief Inspectorate for Trade Quality for Farm and Food Produce (Polish: Główny Inspektorat Jakości Handlowej Artykułów Rolno-Spożywczych), the Office of Competition and Consumer Protection (Polish: Urząd Ochrony Konkurencji i Konsumentów, UOKiK), as well as disease control centres, veterinary inspectorates, inspectorates for trade quality of farm and food produce, and trade inspectorates.

Bezpieczeństwo żywności, zarówno z perspektywy konsumenta, jak i sprawnie funk cjonującego państwa należy do spraw najważniejszych. Odpowiednio zorganizowane służby powinny skutecznie zapobiegać wprowadzaniu na rynek produktów niedosta tecznej jakości, zwłaszcza zagrażających zdrowiu. W działającym w Polsce systemie kompetencje w tym obszarze są rozdzielone między kilka instytucji, co nie sprzyja ich sprawnemu działaniu. Problemem są także braki kadrowe oraz niskie płace. Roz wiązaniem byłoby powierzenie kompleksowego nadzoru nad żywnością jednolitej, wy specjalizowanej służbie, na co NIK wskazywała także we wcześniejszych kontrolach.
