Taxation on businesses, which makes up two thirds of local authorities' revenues, urges them to widen the range of their economic interventions. The communauté d'agglomération Plaine Commune is one of the most dynamic in the Parisian metropolis and has had considerable expertise at their disposal for 10 years. In order to ensure their economic influence, they now endeavour to stimulate and even structure some economic industries. Unfortunately, a local tax reform in progress may well jeopardise the pattern of development which is presented in this article.

Celem artykułu jest wyjaśnienie podstaw polityki odnowy miejskiej we Francji, prowadzonej w ciągu XX i XXI w. Odwołując się do wybranych przykładów programów odnowy przeprowadzonych w aglomeracji paryskiej, skoncentrowano się przede wszystkim na ich społecznym wymiarze. Rozbudowane narzędzia z zakresu urbanistyki oraz polityka kontraktowa umożliwiły współpracę wertykalną i horyzontalną różnych podmiotów. Kluczowym elementem było zróżnicowanie oferty mieszkaniowej w sektorze najmu na wolnym rynku oraz w segmencie mieszkań o regulowanym czynszu. Na obszarach charakteryzujących się wyższym potencjałem i możliwością wielowymiarowego podniesienia ich atrakcyjności efekty odnowy były bardziej spektakularne, podczas gdy renowacja miejska prowadzona na obszarach kryzysowych przynosi mieszane rezultaty.

The aim of this paper is to discuss urban renewal policy implemented in France over the 20th and the 21st century. Referring to selected examples from the agglomeration of Paris, special attention is paid to the social dimension of urban renewal. The diversified tools in the field of urbanism and contract policy led to vertical and horizontal cooperation between different entities. The key element was the differentiation of housing supply, especially in the case of apartments for rent. In the areas with better potential and likely to become more multi-dimensionally attractive, the effects of renewal were more spectacular, whereas urban renovation carried out in deprived areas still brings mixed outcomes.
