The article identifies the different approaches to the planning of the transformation of old industrial and mining zones adopted in the Czech Republic and Germany and comments on differing extents in an integrated and spatial-based approach to development strategies. Taking into account the common characteristics of these regions (dominant opencast lignite mining) and similarities in the socio-economic structure, the analysis refers to the regions south of Leipzig for the German part and at the foothills of the Ore Mountains (Podkrušnohoří) in the Czech Republic. It compares empirically their development strategies anchored in the update of REK Südraum Leipzig 2008 (an outcome of the European cohesion policy in the 2007-2013 programme period) and the Integrated Development Strategy of the Ústí-Chomutov Agglomeration (under preparation for the 2014-2020 programme period). Focusing on the relation between the analytic and strategic chapters, the needs identified and the objectives stipulated, the article explores the factual composition and structure of the measures to be taken and the effects and impacts they may have on the territory.

Článek upozorňuje na rozdílný přístup v plánování transformace starých průmyslových a těžebních oblastí v Česku a Německu a sleduje odlišnosti v míře aplikování integrovaného a územního přístupu rozvojových strategií. Rozbor se s ohledem na společná specifika regionu (dominantní povrchová těžba hnědého uhlí) a podobnosti v oblasti socioekonomické struktury týká oblasti jižně od Lipska a oblasti Podkrušnohoří. Konkrétně se jedná o empirické srovnání jejich rozvojových strategií: „Aktualizaci REK Südraum Leipzig 2008“ (REK 2008) realizovanou v rámci naplňování evropské politiky soudržnosti v programovém období 2007–2013 srovnává s připravovanou Integrovanou strategií rozvoje Ústecko-chomutovské aglomerace (2015) pro programové období 2014–2020. Text se zaměřuje jak na vztahy mezi analytickou a strategickou částí, identifikovanými potřebami a stanovenými cíli, tak na věcnou skladbu a strukturu jednotlivých navrhovaných opatření a jejich očekávaných efektů a dopadů do území.

The vision of the prospective transformation of the mining area in the foothills of the Ore Mountains (Podkrušnohoří), as expressed by the physical planning documentation of the Region of Ústí nad Labem, should be enhanced by a more detailed framework determining a stable and sustainable trajectory of the region’s future development. When taking into account local specifics in the planning of the area’s transformation, the local population is a relevant actor and participant. A sociological research has analyzed the attitudes of the population of Podkrušnohoří to current socioeconomic developments in the region and mining and post-mining activities. The results of the research were replenished and supported by the opinions of representatives of municipal administrations. The research has helped us to understand how this structurally affected region is perceived by its inhabitants, what factors have an influence on their attitudes and reactions, and which impacts these factors can have on the stability and social cohesion of the population.

Do vize budoucí transformace těžební oblasti Podkrušnohoří, která je vyjádřena v krajské územně plánovací dokumentaci Zásad územního rozvoje Ústeckého kraje (ZÚR ÚK), by měl být promítnut detailnější koncepční rámec, jenž by stanovil stabilní a udržitelnou trajektorii dalšího rozvoje tohoto regionu. K zohlednění místních specifik v procesu plánování budoucí transformace těžební oblasti Podkrušnohoří je neopomenutelným aktérem a účastníkem místní obyvatelstvo. Provedený sociologický výzkum analyzoval postoje obyvatelstva Podkrušnohoří k současnému socioekonomickému vývoji regionu a probíhajícím těžebním i post-těžebním aktivitám. Výsledky průzkumu byly dále doplněny a podpořeny názory zástupců samosprávy obcí a měst. Výzkum přispívá k hlubšímu pochopení, jakým způsobem je vnímán tento strukturálně postižený region jeho obyvateli, jaké jsou významné faktory, které mají vliv na jejich postoje a reakce, a jaké mohou mít tyto faktory dopady na stabilitu a soudržnost obyvatel Podkrušnohoří.
