NIK evaluated how the Minister of Environment performed the tasks related to granting concessions for searching and identification of copper and carbohydrates deposits, including shale gas. Copper is commonly used in all economy branches (e.g. infrastructure, transport, construction, machinery, medicine). While searching and obtaining crude oil and natural gas, including gas from unconventional deposits, is of key importance to ensuring the state’s energy safety. The audit was conducted at the Ministry of Environment and it covered the years 2008–2016 with regard to concessions for copper and carbohydrates (oil and natural gas) from conventional deposits, and the years 2013–2016 – with regard to concessions for search and identification of shale gas.

W artykule opisano oraz przeanalizowano ideę układów hybrydowych, wprowadzonych nowelizacją ustawy o odnawialnych źródłach energii z 22 czerwca 2016 r. Układy te powodują, iż konkurencja między producentami energii elektrycznej staje się bliższa idei wolnorynkowej. Tania, ale nie zawsze dostępna energia elektryczna generowana przez elektrownie wiatrowe może być w łatwy sposób uzupełniona instalacją spalania biomasy lub inną technologią, wskutek czego dyspozycyjność całego układu znacząco wzrośnie niwelując tym samym niepewność generacji farmy wiatrowej oraz przyczyniając się do wzrostu bezpieczeństwa energetycznego Polski.

The article describes and analyzes the idea of hybrid systems introduced to Polish Law by amended Renewable Energy Sources Act dated 22nd of June 2016. The application of hybrid systems will lead electricity producers to a bit closer free-market idea. Cheap but not always available electicity generated by wind power plants can be easily supplemented by biomass combustion installation or other technology. This will significantly rise the availability of the whole system resulting in wind farm generation uncertainty reduction and contributing to the increase of Poland's energy security.
