The 30th anniversary of signing the Treaty of Good Neighbourship and Friendly Cooperation is a natural impulse for recounting the most important events preceding this act. It crowned with success the process of Polish–German rapprochement initiated in November 1989. The treaty outlined the framework of future Polish–German relations on various planes.

The Polish–German Treaty of Good Neighbourship and Friendly Cooperation of June 17, 1991 refers to the topics and rules of the Joint Declaration of November 14, 1989. During this period, the efforts to establish an international youth meeting place in the former estate of the anti-Nazi oppositionist Helmuth James von Moltke in Kreisau (Krzyżowa) in Lower Silesia were intensified. The article analyzes this example of mutual interactions between civil society initiative and government diplomacy.
