Presidency in the Council of the European Union creates conditions to shape the image of a state. This regularity is confirmed in the case of Poland as well. Especially if one takes into account the fact that Poland is the first large state of the ‘new EU’, which faced the task to preside the works of the EU Council. The main aim of the article is to discuss the preparatory stage to the process of shaping our state image during Polish presidency in the EU Council. It is therefore justified to illustrate activities which constitute these preparation as well as to discuss the activities undertaken by proper institutions. Especially if one considers their dual orientation. First of all, the absence of proper experience of Poland in the organization of the process of shaping its own image. Secondly, there exist the formal-legal proposals deciding on the character of the Presidency accepted on the basis of the Treaty of Lisbon.

The Eastern Partnership is an offi cial programme of the European Union within the eastern strategy according to the European Neighbourhood Policy. Eastern European states, including Caucasus, can count on Brussels’ support in enforcing far-reaching reforms, regardless of their will to become EU members. Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine are the six states which participate in this very ambitious endeavour. The basis of cooperation is not legally binding; it is comprised of soft law acts. Thus, expected transition to well-prosperous, democratic states ruled by law might be achieved in a more convenient way, in rate and scope appropriate for single partners. Poland is very proud of its friendly, stable, and trust-based relations within the region. Warsaw became a role model for those six states. The initiative came from the Polish Minister of Foreign Affairs, Radosław Sikorski. Year by year, the programme has been extended. The Polish Presidency in the Council of the European Union in 2011 made the EaP the fl agship initiative. Due to Poland’s vital input the Eastern Partnership is considered to have achieved success in both political and economic dimensions. With the aid of the Western democratic states, the Eastern countries are able to accomplish stability, security and welfare.

This article shows process of legislative and political changes that took effect on the change and the formation of new concepts of Presidency in Council of the European Union. Authors describe a process of presidency evolution from the Treaty of Paris, ending with the Treaty of Lisbon. The authors show how after the entry into force of the Lisbon Treaty, has changed the role of the presidency in relation to the entire institutional system of the European Union. The authors also drew attention to priorities and programmatic issues that will be taken during Polish Presidency in the second half of 2011. The essence of the article is also to indicate what are the expectations of the Polish Presidency in the context of supervision and an indication of conditions under which Poland will decide on the most important issues in the European Union.

Powyższy artykuł wskazuje proces przemian ustawodawczych i politycznych, które miały wpływ na zmianę i kształtowanie się nowych koncepcji sprawowania prezydencji w Radzie Unii Europejskiej. Autorzy przedstawiają proces ewolucji przewodnictwa, począwszy od Traktatu Paryskiego, kończąc na Traktacie z Lizbony. Wskazują ponadto, jak po wejściu w życie Traktatu z Lizbony zmieniła się rola prezydencji w stosunku do całego systemu instytucjonalnego Unii Europejskiej. Szczególną uwagę zwrócono na priorytety oraz kwestie programowe, które zostaną podjęte w czasie sprawowania przez Polskę prezydencji w drugim półroczu 2011 roku. Istotą artykułu jest również wskazanie, jakie są oczekiwania wobec Polski w ramach sprawowania prezydencji, oraz charakterystyka uwarunkowań, w jakich przyjdzie Polsce współdecydować o najważniejszych kwestiach w Unii Europejskiej.
