The rise of the Bolsheviks to power in Russia was accompanied by a complete overhaul of the political system as well as the entire legal system. Those changes ultimately became a potent research topic for Polish lawyers of the Second Polish Republic. Their interests ranged from the theoretical to the practical. This article attempts to describe the ruminations of Polish legal scholars concerned with the evolution of the civil law. In their work, they remarked on the departure from previous solutions, and implementation of new principles, based upon the Marxist ideology. One of the examples of such changes in the Soviet civil law was the shift of emphasis from the rights of the individual to the obligations towards the state.

W drugim zeszycie w ramach „Pocztu Jurystów i Ekonomistów” prezentujemy Rafała Lemkina, polskiego prawnika, którego dziś zna cały świat jako twórcę koncepcji „zbrodni ludobójstwa” a potem głównego autora Konwencji ONZ z 9 grudnia 1948 r. w sprawie zapobiegania i karania zbrodni ludobójstwa. Stale wiedza o polskim okresie życia Lemkina jest w literaturze światowej nieznaczna. Dlatego też w 2017 r. opublikowaliśmy krótką biografię, akcentując przede wszystkim okres polski życia twórcy pojęcia „ludobójstwo” (A. Redzik, Rafał Lemkin (1900-1959) – co-creator of international criminal law. Short biography, Warsaw 2017, ss. 70; ISBN 978-83-931111-3-8). Zbliżające się 60-lecie śmierci Rafała Lemkina jest dobrą okazją, aby to on stał się patronem drugiego roku wydawniczego „Głosu Prawa”. Postanowiliśmy też o przedrukowaniu mało znanego artykułu Lemkina na temat władzy sędziego karnego, gdyż twórczość jego z okresu sprzed 1933 r., szczególnie z obszaru kryminologii oraz prawa karnego nie jest dziś znana. 60 rocznica śmierci stanowi dodatkowy pretekst do przywołania sylwetki Rafała Lemkina.

This section presents figures of the most distinguished Polish lawyers and economists. The aim is to provide a possibly broad depiction of their scientific, organizational, didactic and social achievements. In 2019, the patron of “The Voice of Law” is Raphael Lemkin.
