The subject of the analysis was the assessment of the state of computerization of KAS in the distributed taxpayer information system. Previous publications on this subject have been limited to pure information on this subject, without analyzing the effectiveness of the existing system. The publications of the Ministry of Finance and the justifications to the acts amending the legal order cont ained only optimistic assurances about the effectiveness of the existing regulations. The article presents the thesis according to which in the system of distributed information about taxpayers after many KAS authorities, the status of collecting this information and its verification was not sufficient to ensure payment of tax liabilities in a manner consistent with the regulations. The analysis confirmed that despite the passage of more than 30 years, only a part of the data on taxpayers is still collected without proper verification.

Przedmiotem analizy jest ocena stanu informatyzacji Krajowej Administracji Skarbowej (KAS) w warunkach rozproszonej informacji o podatnikach. W dotychczasowej literaturze na ten temat nie pokuszono się o ocenę efektywności istniejącego systemu. Publikacje Ministerstwa Finansów oraz uzasadnienia ustaw zmieniających porządek prawny zawierały tylko optymistyczne zapewnienia o skuteczności obowiązujących uregulowań. W artykule postawiono tezę, że w warunkach rozproszonej informacji o podatnikach pomiędzy wieloma organami KAS stan gromadzenia tych danych oraz ich weryfikacji nie jest wystarczający, by zapewnić wpłaty zobowiązań podatkowych w sposób zgodny z przepisami. W trakcie analizy potwierdzono, że mimo upływu ponad 30 lat od początku ewolucji systemu podatkowego nadal gromadzona jest tylko część danych o podatnikach, bez należytej ich weryfikacji.
