Pełna liberalizacja rynku usług pocztowych, która miała miejsce na początku 2013 r., zapewniła swobodę działania podmiotom tego rynku. Brak bariery polegającej na ograniczeniu dostępu do rynku pocztowego spowodował wzrost konkurencji między podmiotami świadczącymi usługi, co korzystnie wpłynęło na przekształcenia strukturalne tego rynku. Obecny stan liberalizacji rynku usług pocztowych w Polsce wskazuje, że zmieniły się warunki i powstały nowe sposoby oferowania usług stronie popytowej. Zmieniły się obowiązki strony podażowej w zakresie świadczenia usług pocztowych.
