In the interwar period, representatives of the hierarchy of the Church in Poland had been pushing for creation of a central institution to management the Catholic information. This task will have to be implemented by the Catholic News Agency (KAP) under the auspices of the Press Commission of the Conference of the Polish Episcopate, which began its activity in April 1927. The first director of KAP was appointed priest Joseph Gawlina. He became the actual builder of its structures. Silesian priest, enjoyed the confidence of the Primate August Hlond and experienced in editorial work, took areconnaissance trip through Europe to would be able to cope with new demands. In this way, he established the necessary contacts and became acquainted with basic principles of working the news agencies in the West. Established institution had to face the serious challenges like counteracting anti-polish propaganda and influence on international and national public opinion, concerning the activities of the Church and the episcopate in Poland.

W okresie międzywojennym, przedstawiciele hierarchii Kościoła w Polsce zabiegali o stworzenie centralnej instytucji, zarządzającej katolicką informacją. Zadanie takie spełniać miała − działająca pod auspicjami Komisji Prasowej Konferencji Episkopatu Polski − Katolicka Agencja Prasowa, która swoją działalność rozpoczęła w kwietniu 1927 r. Na pierwszego dyrektora KAP powołano ks. Józefa Gawlinę, który stał się faktycznym budowniczym jej struktur. Śląski kapłan, cieszący się zaufaniem prymasa A. Hlonda oraz doświadczony w pracy redakcyjnej, celem sprostania nowym zadaniom odbył podróż rekonesansową po Europie. W ten sposób nawiązał konieczne kontakty oraz zapoznał się z podstawowymi zasadami pracy agencji informacyjnych na Zachodzie. Przed rodzącą się instytucją stanęły poważne wyzwania: przeciwdziałanie antypolskiej propagandzie oraz wpływ na opinię międzynarodową i krajową dotyczącą działalności Kościoła i episkopatu w Polsce.
