In a dynamically changing World, the process of educating students at universities must also change. The changes implemented, however, should be well thought out. The events of the last two years related to the pandemic have caused a global revolution in teaching methods, which have had to be modified to transfer knowledge remotely. Such ad hoc changes are contributing to a change in how higher education is viewed, especially in the context of traditional fields of studies such as the law, which have so far been reluctant to embrace new trends in curriculum design and educational methods. Because of their natural attachment to national legal systems, these faculties have been slower than others to undergo internationalisation, i.e. student exchanges in the educational process (due to difficulties with subjects being recognised abroad). For years, the Nordic countries, and especially Finland, have been among the leading countries in the world with regard to shaping effective and innovative systems of education, including higher education.

Objectives: The main objective of this article is to investigate the current stage of the public management paradigm in the area of the water and sewage sector in Poland. Research Design & Methods: A thorough examination of the current stage of research of the post-New Public Management concepts is followed by empirical analysis of public management paradigms present in the water and sewage sector in Poland. The research hypothesis focuses on a shift from the NPM model towards other paradigms closer to Neo-Weberian State or a hybrid. Analysis of statistical data is supported by additional arguments related to recent publications and legal changes in the sector. Contribution/Value Added: This article is one of the first analyses of the applications of post-NPM paradigms in the water and sewage sector in Poland. A special emphasis is put on the discussion of NWS elements in the paradigm shift taking place in this sector. Implications/Recommendations: The results of the research conducted prove that the NPM model is still in place in the water and sewage sector in Poland, but gradually, in particular as a result of recent changes to legislation and the introduction of more centralised procedures, the NPM model is being supplemented by new elements that are clearly of a NWS origin. While it is visible that these paradigms co-exist at this point, it is necessary to continue research and thorough observations of the sector to investigate the future development of public management in this area.

New conditions and challenges emerging in front of the public sector require the public finances management system to be reorganized. It also applies to the finances of local government units. The authors of the elaboration, while seeking to answer the question of how to shape the system of efficient management of local finances, refer to the demands of the economic doctrine, using, in this aspect, the achievements of New Public Management (NPM), the concept of Public Governance (PG), as well as selected theoretical concepts of the model of New Institutional Economics (NIE).

Nowe uwarunkowania i wyzwania pojawiające się przed sektorem publicznym wymagają reorientacji systemu zarządzania finansami publicznymi. Dotyczy to również finansów jednostek samorządu terytorialnego. Autorki opracowania, szukając odpowiedzi na pytanie, w jaki sposób kształtować system efektywnego zarządzania finansami lokalnymi, odnoszą się do postulatów doktryny ekonomicznej, wykorzystując w tym aspekcie dorobek nowego zarządzania publicznego (New Public Management), koncepcji współzarządzania publicznego (Public Governance), a także wybranych koncepcji teoretycznych nurtu nowej ekonomii instytucjonalnej (New Institutional Economics).
