Owing to the small number of drawn credits and moderate modest investment plans rural micro-enterprises have proved fairly resistant to disturbances caused by the crisis. Micro-firms play a very important role in the Polish economy. They generate 30.1% of GDP and employ 40.6% of all persons working in the sector of enterprises in Poland. Micro-firms account for 94.8% of the total number of enterprises. Although the financial condition of micro-firms is quite good in comparison with enterprises that employ a considerably larger number of workers they display signs of numerous weaknesses, which is particularly true of rural enterprises. Problems with overcoming barriers to the development of enterprises require a slightly different approach in rural areas because rural enterprises operate in far more difficult conditions than businesses established in large cities. The formation of the network Natura 2000 additionally complicates the development of entrepreneurship in rural areas. The situation calls for a wide-scale action to make clear and known the permitted scope of development of firms in protected areas and, probably, also for the establishment of a special fund that would allow to offer compensation to local authorities and entrepreneurs for the lost advantages.

Multifunctional and sustainable development of rural areas constitutes one of the most important elements of rural policy which, unlike agricultural policy, is quite complicated and complex and requires co-ordination of individual ministerial policies that have a share in rural development. Due to the process of disagrarisation of rural areas the direction of their multifunctional development was, is and will always be topical. The extremely important direction of sustainable development promoted in recent years imposes necessary discipline on the frequently overly spontaneous course of development processes in rural areas. In the process of stimulation of non-agricultural and social-economic activity in rural areas a significant role will be played by the development of rural entrepreneurship resulting in the creation of new jobs so greatly needed in the countryside. Differences in the conditions of development of business activity in rural and urban areas call for efforts to learn more about the specific character of non-agricultural activity in the countryside and to apply different development stimuli suited to this character.

The article analyzes the role of institutions in the development of business activity in rural areas and in assistance available to rural enterprises. It also defines the most significant institutional conditions that contribute to or hamper the establishment and development of enterprises in rural areas. Basing on the results of her own investigations, the author of the article claims that it is necessary to introduce an innovative, comprehensive network of support for enterprises, which would cover the stage of creation of a concept for a business and the shaping of crucial business competencies, financial aid and advisory guidance for the already operating rural firms. The author suggests that for the purpose of implementing such a system it would be advisable to use the National Rural Areas' Network (KSOW).
