This paper will discuss different theories of regional security and how they have evolved over time along with the successes and challenges of regionalism efforts in East Africa. A case study will be used to contextualize the utility of a regional security analysis. Through an analysis of the theory of regional security, this paper will answer the following questions: does East Africa qualify as a security complex? Can the theory of Regional Security be useful in understanding the multitude and varied security issues? Is the preoccupation with regionalism a luxury for those regions that do not face threats to survival or a necessity for regions that do? Can regional-based efforts combined with a shared sense of regionalism improve security in East Africa?

NAFTA i Partnerstwo dla Bezpieczeństwa i Dobrobytu (SPP) są najważniejszymi inicjatywami integracyjnymi, które wyznaczają kierunek i formę nowego regionalizmu w Ameryce Północnej. Integracja północnoamerykańska ma odmienne źródła i specyfikę od europejskiej, czy azjatyckiej. Stany Zjednoczone jako mocarstwo globalne i regionalne decydują o strukturze wzajemnych relacji, które przybierają formę raczej „podwójnie dwustronną” niż wielostronną. Jako państwo najsilniejsze, USA preferują pełną autonomię działania i z niechęcią odnoszą się do możliwości pogłębienia integracji, czy budowania ponadnarodowej płaszczyzny współpracy. Przedsięwzięcia integracyjne w Ameryce Północnej, w które Stany Zjednoczone się zaangażowały, są traktowane jako narzędzia polityki regionalnej i służą ochronie ich interesów w najbliższym sąsiedztwie. Pomimo że w ramach NAFT-y kwestie gospodarcze dominują nad politycznymi, po ataku na WTC dołączyła do nich sprawa bezpieczeństwa. Utworzenie SPP, opartego na dwóch uzupełniających się filarach, miało na celu przekształcenie struktury wzajemnych relacji w trójstronną i zainicjowanie budowania wspólnoty północnoamerykańskiej.

NAFTA and Security and Prosperity Partnership are the most important regional integration initiatives which determine the way and form of a new regionalism in North America. The North American integration has different roots and characteristics from the European and Asian ones. The United States as the global and regional power determines this regionalism and makes it rather ‘duallybilateral’ than multilateral. Because of its hegemonic position, the US prefers full autonomy and is reluctant both to deepen the North American cooperation and build supranational grounds for such cooperation. Several integration initiatives may be considered the US regional policy tool to protect its peripheral interests. Although under NAFTA economic issues prevail political ones, after 9/11 security issues have dominated relations in this integration grouping. Security and Prosperity Partnership which combined two compatible issues was meant to make the relations trilateral and initiate the process of building a North American community.

The paper outlines how the portrayal of “us” and “them” changed during the interwar period in the relational web from Prague to Bucharest. The collapse of the Monarchy had shaken some of the foundations of national self-perceptions and brought to the fore hitherto insignificant groups either as active protagonists of politics of identity or as significant others. Nevertheless, the old representations of each other had changed less markedly. The real novelty of the period was that the appearance of Hungarian minorities and their politics of identity enabled the creation of some temporary group constructs that transcended traditional ethnic boundaries and redefined ethnicity on a more region-centred basis

The bibliographical guide for the teachers and the librarians of Często- chowa and its environs to the sources of regional information has the form of a bibliographical register which contains descriptions of non-serial publications; articles published in periodicals; electronic and multimedia sources which are available in various Częstochowa-based libraries. The Guide was developed according to the core curriculum issued in 1999 and in 2008, and it aids teachers in the selection of sources which are of utility in regional education.

Celem przeprowadzonego badania było zidentyfikowanie źródeł informacji, z jakich korzystają nauczyciele regionaliści uczący w Gimnazjum nr 9 w Bytomiu. W tekście scharakteryzowano założenia regionalizmu w Polsce, przedstawiono sylwetki głównych inspiratorów regionalizmu (np. Aleksander Patkowski) i popularyzatorów miłości do najbliższej ziemi – Śląska (Karol Miarka, ks. Józef Szafranek, ks. Norbert Bonczyk). Omówiono wypowiedzi poświęcone edukacji regionalnej od lat dziewięćdziesiątych XX w. Badania przeprowadzono w trzech etapach: wywiad jawny, analiza dokumentów, czyli kronik klas regionalnych, oraz wykorzystanie kwestionariuszy ankiet.

The purpose of the study that was conducted was to identify the sources of information which are used by teachers-regionalists who teach in Gimnazjum No. 9 in Bytom. The text describes the premises of regionalism in Poland, describes the main inspirers of regionalism, such as Aleksander Patkowski and the popularisers of the love of one’s home region – Śląsk (Karol Miarka, ks. Józef Szafranek and ks. Norbert Bonczyk). One analysed the statements devoted to regional education since the 1990s. The study was conducted in three stages: an open survey, an analysis of documents i.e. the annals of regional classes, and the use of survey questionnaires.

Górnołużycka Biblioteka Naukowa w Görlitz jest instytucją nauki, której zadaniem jest gromadzenie, opracowywanie i udostępnianie dokumentów dotyczących terenów Górnych Łużyc. Biblioteka ta kultywuje oświeceniowe ideały – jej głównym celem, wyznaczonym jeszcze przez niemieckich uczonych, jest dbanie o rozwój nauki w regionie. W artykule podjęto próbę ustalenia klucza, na podstawie którego polskie książki dobierane są do zasobów opisywanej biblioteki. Motywacją do napisania artykułu była chęć wyróżnienia Górnołużyckiej Biblioteki Naukowej na mapie europejskich ośrodków działających na rzecz kultywowania oraz zachowania tożsamości regionalnych. Wybrana metodologia badawcza nie pozwoliła na całościowe wyodrębnienie współczesnych polskich książek dostępnych w katalogu OPAC GBN. Spowodowane jest to głównie problemami związanymi z funkcjonowaniem katalogu. Mimo tych trudności udało się wskazać główne trendy obecne w sposobie dobierania polskich książek do omawianego zbioru.

The Upper Sorbian Scholarly Library in Görlitz is a scholarly institution whose purpose is to collect, develop and render accessible documents which refer to the areas of Upper Lusatia. The library cherishes Enlightenment ideals from which it grew – its main purpose, which was determined already by German scholars, is to expend care about the development of scholarship in the region in order to enhance the wellbeing of its inhabitants. The purpose of the article is to determine the nature of the process of selecting Polish books for inclusion in the library collection, the areas of interest they represent, the authors and the places of publication. Motivation for writing this article had to do with a desire to distinguish the Upper Lusatian Scholarly Library on the map of European centres which work toward the recultivation and the preservation of regional identities. The research methodology which was embraced precluded a holistic distinction of contemporary Polish books accessible in the OPAC catalogue of the GBN. This is caused mainly by the problems associated with the functioning of the catalogue. Despite these deficiencies, the article manages to present the main trends present in the way Polish books are selected for inclusion in the collection in question.

The work entitled Przewodnik dla nauczycieli i bibliotekarzy Częstochowy i okolic po źródłach informacji regionalnej [A bibliographical guide to the sources of regional information about Częstochowa and its environs intended for teachers and librarians] – has the form of a bibliographical listing which contains description of non -serial publications, articles from periodicals, electronic and multimedia sources which are available in various libraries in Częstochowa. The Guide was developed in accordance with the core curricula of 1999 and 2008, and it aids teachers in the task of selecting sources which are useful in the regional education.

Weryfikowana jest teza mówiąca o tym, że Chiny są nie tylko centrum gospodarczym regionu Azji Wschodniej, ale stają się również liderem integracji instytucjonalnej. Główne metody badawcze wykorzystane w opracowaniu to przegląd literatury przedmiotu oraz metoda opisowa.

The article considers the process of regionalism in East Asia from the China’s point of view. The aim of the article was to characterize, analysis and assess the role of the People's Republic of China in de iure regional economic initiatives. It is hypothesized that China is not only the economic center of East Asia but it is also becoming a leader of institutional integration. Main research methods used in the article comprise review of the literature and descriptive method.

The article presents a new theoretical approach - against the background of all the papers included in this volume - to the development of local and regional systems. Contemporary ideas existing in the literature of social sciences should be, in the author’s opinion, collected and considered in the modern category of localism which becomes an important element of the organization of citizen’s life during the social change in post-communist Poland. The author tries to formulate his own position and the point of view in that approach. This concept is also compared with the traditional conceptualization of the vision of the development and activity in local civic communities.

Krótko opisano inicjatywy Pracowni Regionalnej Biblioteki, najważniejsze zajęcia edukacyjne i imprezy, w tym różnego rodzaju spotkania (jednorazowe, cykliczne), projekty, konkursy. Omówiono współpracę Biblioteki z instytucjami działającymi głównie na terenie regionu oraz zwrócono uwagę na rolę, jaką odgrywają poszczególne formy edukacji regionalnej wśród lokalnej społeczności.

The article presents various form of regional education used by the “Biblioteka pod Atlantami” Powiat and Municipal Public Library in Wałbrzych. There is a brief description of the Regional Workroom of the Library and the most important educational activities and events which are organised by it, including various meetings (non-regular and regular events), projects, and competitions. One also emphasised the collaboration of the Library with various institutions which operate mainly in the region, and the role which is performed by the particular forms of regional education for the local community.

The aim of the paper is to estimate the importance of trade in agri-food products in selected regional groupings from Europe, North America, Latin America, Asia and Africa. The value of the trade, both intra- and with third countries, the shares of agri-food trade in total trade of the region and the regions' shares in world agricultural trade were analysed. The analysis allowed us to indicate the largest global exporters and importers of agri-food products. The assessment of trade creation and trade diversion effect in agri-food trade of selected regional groupings was also possible.

The purpose of the article is to present various forms of activities engaged by the “Biblioteka pod Atlantami” Powiat and Municipal Public Library in Wałbrzych which are oriented toward the cultivation of memory about a regional poet, Marian Jachimowicz. It presents the most important fact of the life of the translator and essayist, and enumerates the works and the accolades of the man of letters. It also describes the Memorial Room of the Poet Marian Jachimowicz, the primary and secondary bibliography of his works and the educational activities associated with this figure. Considerable attention was devoted to the celebration of the Year of Marian Jachimowicz.
