Od 2007 r. do Polski napływają środki europejskie, które stanowią niezwykle ważne źródło finansowania wydatków prorozwojowych. Zrealizowane dzięki nim inwestycje mają poprzez konwergencję pozwolić Polsce na „dogonienie” krajów Europy Zachodniej. Środki te mogą być jednak wydatkowane w różny sposób, dlatego też konieczne jest prowadzenie prac badawczych ukazujących słabe i mocne strony dotychczasowych decyzji oraz wnioski, jakie powinny być uwzględniane w przyszłości. Celem pracy jest analiza jednej z form dystrybuowania środków europejskich, jaką jest finansowanie zwrotne (pożyczki, poręczenia czy wejścia kapitałowe), w kontekście możliwości zwiększenia wykorzystania tej formy wsparcia w perspektywie 2014-2020.

Since 2007, Poland has seen inflows of European funds being a highly important source of financing development projects. Investments completed with the use of those funds are to help Poland catch up with Western Europe through convergence. However, the funds may be spent differently; therefore, it is necessary to conduct research activities demonstrating strengths and weaknesses of the decisions made so far and drawing conclusions to be taken into account in the future. The purpose of this paper is to analysis one of the fund distribution forms consisting in repayable financing instruments (loans, sureties or capital investments in start-ups) in the context of the possibility of increased use of this form of support in the 2014-2020 financial perspective.
