The external policy of the European Union is the subject of research by many authors. The following article shows the relationship between Cuba and the European Union in terms of democratization. The article also presents the political situation of Cuba, in order to next make a presentation of the formation of relations between this country and one of the key international organizations. Determinants of relations between the two are the lack of a bilateral agreement, the long reign of Fidel Castro, as well as his death, which caused changes in society. Thus, this article presents both an analysis of the provisions of the key legal act, the Agreement on Political Dialogue and Cooperation, as well as the evolution of the relations of the selected entities over the past 14 years.

Polityka zewnętrzna Unii Europejskiej stanowi przedmiot badań wielu autorów. W poniższym artykule ukazane zostały relacje pomiędzy Kubą a Unią Europejską w aspekcie demokratyzacji. Artykuł przedstawia również sytuację polityczną Kuby, aby w następnym etapie dokonać prezentacji kształtowania się stosunków pomiędzy tym państwem a jedną z kluczowych organizacji międzynarodowych. Czynnikami determinującymi relacje pomiędzy nimi są: brak umowy bilateralnej, długoletnie rządy Fidela Castro, jak również jego śmierć, która spowodowała zmiany w społeczeństwie. Tym samym niniejszy artykuł przedstawia zarówno analizę zapisów kluczowego aktu prawnego – Umowy o dialogu politycznym i współpracy, jak również ewolucję relacji wybranych podmiotów w perspektywie ostatnich 14 lat.

Cuba, due to the geographical location, is geostrategically important in the region, which was understood by the leaders of the United States, the Soviet Union, and in recent years also by the People's Republic of China. The history of the Cuban-Chinese contacts dates back to the days of creating of cultural and civilization governance by European invaders in Latin America, but it was not established by the political and economic relations, which began just after World War II, the creation of Communist Cuba and China. In the article, the author took an attempt to present the cultural, polit-ical and economic changes in relations of the two countries over more than 500 years in a variety of conditions arising from changes in the international environment and the position of China and Cuba in the context of the international relations.
