The article is dedicated to selected issues in the field of road safety along with the construction and operation of machinery hence its content is related both to the area of social science (the science of safety) as well as technical science (construction and operation of machinery). The study explains the rescue and auxiliary equipment used for releasing the injured from the hard-to-reach areas or places, where to access them would otherwise prove to be impossible. In the example of the fire and rescue units operating in the Integrated Rescue System of the Slovak Republic, the specificity and doctrine (in outline) of the usage of the specialized technical resources in road rescue is given. The article focuses mainly on the hydraulic equipment used during various types of construction or railway disasters, or in the event of road accidents. The above-mentioned equipment is used to make emergency cuts in concrete, steel, wood (e.g. drilling in spaces full of debris, making cuts in the bodies of vehicles, making holes in the roofs of buildings).The author introduces the reader to the results of his research focused on the effective utilization of the hydraulic rescue equipment which are at the disposal of the professional fire brigades in the Slovak Republic. The parameters of the technical measures currently used, as well as the applicable European standards implemented in Slovak law, have been shown in the text.

The issue of aggression and aggressiveness in road traffic becomes more and more important for the police to accomplish their tasks. So far, there are few findings concerning the study of aggression offender-oriented investigation in the field of road traffic. Ultimately, this is also to be attributed to the difficulty of uniformly defining aggressive behavior in traffic in the light of psychological, legal and police matters. The author of the article pays attention to the analysis of representative investigation procedures conducted in order to reveal the type of offenders and their criminal records and provide prognoses on victims and possible situations which expedite wrong conduct by individuals. The author provides the percentage of offenders who were already known to police in advance, emphasizing the fact that the perpetrators of offences of aggression are far more frequently defendants in criminal proceedings than the average population. The article shows the results of the research carried out by the author on aggression and aggressiveness in traffic displayed by the perpetrators bearing in mind their age sex and marital status. In the Federal Republic of Germany as well as in whole Europe the problem of aggressive behavior has been widely recognized and is reflected in a number of prevention campaigns. Actions in order to prevent aggression and aggressiveness in traffic should be taken with regard to all participants of road traffic.

Streszczenie Artykuł dotyczy oceny bezpieczeństwa w ruchu drogowym na terenie województwa lubuskiego w dobie przystąpienia Polski do Unii Europejskiej i Układu z Schengen oraz propozycji rozwiązań zapewniających bezpieczeństwo na drogach publicznych. Przedstawiono w nim wyniki analizy stanu bezpieczeństwa w latach 2002÷2007 oraz wskazano główne przyczyny i okoliczności wypadków w województwie lubuskim, z uwzględnieniem wpływu, jaki na ten stan wywiera odbywający się w naszym regionie ruch transgraniczny oraz fakt przystąpienia Polski do Unii Europejskiej. Dokonano także diagnozy stanu bezpieczeństwa w pierwszych tygodniach po wstąpieniu do Strefy Schengen. Zwrócono w nim także uwagę na podstawowe kierunki działań profilaktycznych, zapewniających bezpieczeństwo na drogach.

The article concerns the assessment of road traffic safety in the Lubuskie Voivodeship at the time of Poland's accession to the European Union and the Schengen Agreement and the proposed solutions to ensure safety on public roads. It presents the results of the safety analysis in 2002-2007 and indicates the main causes and circumstances of accidents in the Lubuskie Voivodeship, taking into account the impact of the cross-border traffic taking place in our region and the fact of Poland’s accession to the European Union. The security situation was also diagnosed in the first weeks after joining the Schengen Area. It also highlights the basic directions of preventive actions ensuring road safety.

The opening of borders resulted in an increase in imports of vehicles. However, with the increase in the material standardof living — there was also an increase in threats, i.e. the number of road accidents and related casualties. It had to be redefined,changing legal standards in this area and the implementation of newer and newer techniques and preventive measures affectingroad safety. In the beginning it was assumed that the main cause of accidents is speeding vehicles. Thus, in the streets appearedunmarked vehicles, on the roadside — masts of speed cameras. Initially, all the preventive measures in this area belongedto the Police, other services and guards, such as the Road Transport Inspection, or city/municipal guards, have grown with powersover time. This paper is a continuation of the previous research of the author related to road safety and the impact of various typesof technical means used to improve the existing state. The article presents the main types of hazards occurring in traffic, i.e factorsof road vehicles including their traits, alcohol and drugs and their impact on traffic safety. Moreover, a part of the discussionis devoted to the development of the speed camera system in Poland. The essential part of the paper is the attempt to determinethe real impact of the use of speed cameras by municipal guards in selected cities/counties on the number of road accidents.The studies have been conducted in urban areas / districts of Swidnica and Wałbrzych.

Zawsze w kolizji drogowej z udziałem samochodu ciężarowego powstają dodatkowe koszty dla firmy transportowej. Koszty te mogą mieć różną wielkość w zależności od danej sytuacji. Firmy transportowe starają się zabezpieczyć przed dodatkowymi kosztami związanymi z kolizjami na tyle, na ile jest to tylko możliwe, jednak w 100% nie da się ich wyeliminować. W artykule przedstawiono informacje zawierające dane o kolizjach w naszym kraju. Na ich podstawie oszacowano, że koszty wszystkich kolizji drogowych w 2013 r. w Polsce – wyniosły 14,9 mld zł. Analizy przeprowadzone w niniejszym artykule uwzględniają tylko przypadki kolizji, w których wzięły udział samochody ciężarowe. Na ich podstawie oszacowano, że tylko w 2015 r. koszty te stanowił równowartość aż 500 nowych zestawów ciągników siodłowych z naczepami.

Company trucks in collisions always includes additional costs for the transport company. These costs may have a different scope depending on situation. Transport companies are trying to protect against additional costs as much as possible, unfortunately is not possible to eliminate the risk at 100%. Paper presents the data about collisions in Poland. Base on those data authors calculate costs of all collisions in 2013 – 14,9 mn PLN. The analyses done in this article include only cost of collisions that trucks were involved. Base on this authors calculate that in 2015 those cost were the equivalent of 500 new sets of truck-tractors.
