La forma más importante de regulación de las relaciones entre el Estado y la Iglesia Católica es el concordato. Como tratado internacional bilateral es único debido al hecho de que una de las partes es la Santa Sede. Se analizaron los concordatos, que debido a la posición dominante de la Iglesia católica en América Latina, fortalecieron aún más la influencia de esta institución religiosa. Debido a las diferencias en la teoría de la institución del concordato, se han seleccionado los concordatos del siglo XIX y los que fueron firmados después del Concilio Vaticano II. De entre ellos se sometieron a un análisis detallado los acuerdos más destacados. Esto permitió identificar las áreas que se mantuvieron bajo la influencia directa de la Iglesia católica, y por lo tanto determinar los efectos de este tipo de intervención, que a menudo se siente hasta hoy en día.

The most important form of regulating relations between the State and the Catholic Church is the concordat. As a bilateral international agreement it is specific due to the fact that involves the Holy See as a one of the parties. Concordats that have been analyzed, due to the dominant position of the Catholic Church in Latin America, additionally strengthen influences of this religious association. Considering the differences in the concordat theory, the nineteenth century concordats and those signed after Second Vatican Council have been singled out. From among them agreements that stand out from the others have been particularly studied, analyzed. This allowed to identify areas that have remained under direct influence of the Catholic Church, and thus to determine the effects of this type of intervention, which often exists to this day.

Estudio sobre el ejercicio del derecho de legación pontificio durante el tiempo que duró la cuestión romana, en el que la Santa Sede se vio privada de la soberanía territorial tras la unificación italiana. Documentos pontificios y obras de la doctrina sobre el fundamento de la subjetividad internacional de la Santa Sede. Durante el tiempo de duración de la cuestión romana, entre 1870 y 1919, la Santa Sede continuó ejerciendo su subjetividad internacional mediante el envío y recepción de representantes diplomáticos, a pesar de estar privada de su poder territorial. Los Estados continuaron reconociendo tal subjetividad internacional y el derecho de legación pontificio en base a las normas del Derecho internacional y no en base al derecho interno italiano, plasmado en la Ley de Garantías Pontificias. La doctrina, por su parte, se dividió entre quienes defendieron la postura pontificia y la postura italiana. El reconocimiento por parte de los Estados de la capacidad para ejercer el derecho de legación pontificio mediante el envío y recepción de representantes diplomáticos, sin que existiera una base territorial, solo podía deberse al poder espiritual de la Santa Sede, que junto con el temporal, había ejercido desde tiempo inmemorial.

Study on the exercise of the right of pontifical legation during the time of the roman question, when the Holy See was deprived of territorial sovereignty after Italian unification. Papal documents and works of the doctrine on the foundation of the international subjectivity of the Holy See. During the time of the Roman question, between 1870 and 1919, the Holy See continued to exercise its international subjectivity by sending and receiving diplomatic representatives, despite being deprived of its territorial power. The States continued to recognize such international subjectivity and the right of pontifical legation based on the norms of international law and not on the basis of Italian domestic law, embodied in the Law of Pontifical Guarantees. The authors, on the other hand, was divided between those who defended the pontifical position and the Italian position. The recognition by the States of the capacity to exercise the right of pontifical legation by sending and receiving diplomatic representatives, without the existence of a territorial support, it could only be due to the spiritual power of the Holy See, which together with the temporal, that it was exercised since old times.

The process of restructuring the Vatican media has continued for several years. The Secretariat for Communication has initiated changes in the structures and programs of all media entities that have operated in the Vatican. The reform radically changes the media strategy of the Holy See. One of the challenges is the missionary function of the Vatican media, so far carried out by Vatican Radio in a very effective way. A brief presentation of the reform shows the ideas guiding this transformation. The most important factor is the openness of today’s world to the Internet and social media. However, it seems that new technologies are not always fully suitable for the “missionary world”, especially in many places in Africa. For this reason it seems important to find a new efficient way of proceeding. Retaining these, Vatican Radio should continue to be a very significant factor in the missionary activities of the Church.

Da diversi anni è in atto un processo di ristrutturazione dei media vaticani. La Segreteria per la Comunicazione ha iniziato dei radicali cambiamenti delle strutture e dei programmi di tutte le entità di media che operano in Vaticano, attuando nuove strategie. Una delle sfide che continua ad essere molto viva è la funzione missionaria dei media vaticani, finora svolta dalla Radio Vaticana in modo molto efficace.Una breve presentazione della riforma mostra le idee della trasformazione in atto. Il punto cruciale è l’apertura ad Internet e ai social media. Infatti, le nuove tecnologie non sempre sono accessibili al «mondo missionario», soprattutto a paesi dell’Africa lontani dalle grandi città. La Radio Vaticana deve trovare una buona risposta alle esigenze di tutti per continuare ad essere un mezzo apostolico missionario significativo.
