The sustainable development of regions requires the adoption and implementation of concepts that will enable the functioning and development of urban and rural agglomerations. The development of equal relations between the city and the countryside remained on the sidelines of the mainstream regulations and mechanisms of European Union policies, including the common agricultural policy. The emerging new assumptions and concepts of development after 2020 indicate that a coherent development implemented within the framework of rural – urban partnerships is to be an immanent element of sustainable development of rural areas. New development proposals, called Smart Village and Slow City, have appeared in this concept, in which the characteristic features of management and functioning between rural and urban areas are particularly visible.

Zrównoważony rozwój regionów wymaga przyjęcia i wdrożenia takich koncepcji, które umożliwią funkcjonowanie i rozwój aglomeracji miejskich oraz wiejskich. Kształtowanie równoprawnych wzajemnych relacji między miastem a wsią pozostawało na uboczu głównego nurtu regulacji i mechanizmów polityk Unii Europejskiej, w tym wspólnej polityki rolnej. Pojawiające się nowe założenia i koncepcje rozwoju po 2020 r. wskazują, że immanentnym elementem zrównoważonego rozwoju obszarów wiejskich ma być spójny rozwój realizowany w ramach partnerstw wiejsko-miejskich. W koncepcji tej pojawiły się nowe propozycje rozwoju określane, jako Smart Village oraz Slow City, w których szczególnie mocno widoczne jest przenikanie charakterystycznych cech zarządzania i funkcjonowania między wsią a miastem.

Renewable energy sources as an opportunity for the development of Smart Villages

The article presents issues related to the location of renewable energy sources in rural areas. Spatial planning regulations are analysed, as well as other regulations enabling or impeding the development of green energy in rural areas. The legal possibilities of realising investments in renewable energy sources in rural areas through the prism of the Smart Village concept are also assessed. De lege ferenda proposals are presented to enable faster investment in renewable energy sources in rural areas. The article also points out the risks for farmers, whose current role has been reduced to renting agricultural property.
