RESEARCH OBJECTIVE: The research of this paper is to expose the relationship  between social innovations and the quality of education. THE RESEARCH PROBLEM AND METHODS: Young people entering the labor market become creators of the future. It is necessary to define what should be done to improve their ability to take part in social innovations. The comparative method was used in the version of the consent method, as well as structuralism and subjectivity, additionally using the elements of the behavioral method. THE PROCESS OF ARGUMENTATION: The essay begins by reviewing definitions of social innovations and fundamentals elements. Afterward, educational social innovations from different places all over the world including Colorado, Honk-Kong, Spain, Latvia, Poland, and Australia were described and compared. Finally, there was a presentation of research results and summary with recommendations. RESEARCH RESULTS: Based on research, case studies and experiments led in various areas such as technology, health, medical, engineering, and entrepreneurship, this article demonstrates social innovations as an essential factor in improving social life. Universities have the key role in the lead social innovation projects, especially in cooperation with local society and local business. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The best practices are recommended for multiplication and popularization in the future. Young people have to learn teamwork, critical thinking and ability to find added value in their activities. An article describes the best way to improve those competitions is social innovations.

The article presents the complementary currency systems as an element of the social innovation in the entrepreneurship. It offers solution for the present economic problems created by the influence of the economic crisis. The important factors are high unemployment rate and exclusion of the marginalized social groups. The evaluation of the complementary currency systems and confrontation with the empirical studies of foreign and domestic authors presents the knowledge that the local currency systems especially in the time of economic crisis have an important contribution for all interested groups - entrepreneurship sector, public sector and private sector in the local economy.

The article shows the essence of social innovation, its place and role in the development of innovative economy and innovative society. Social innovation is described as an active participation, entrepreneurship and creativity of different social groups and organizations in developing ideas and shaping innovative products and their dissemination. At the same time, it presents social innovation as a tool to improve the quality of life of the society and an element of qualitative changes in the socio-economic system. A special place in the consideration is devoted to the role of social innovation in the development of system products. This article shows the rightness and relevance of using social innovation processes in shaping system products. While preparing the article desk research method (to collect materials) and conceptual-theoretical method (to draw up the contents of the article) were used.

: Innowacje społeczne są istotnym elementem polityki innowacyjnej, odno¬szącym się do rozwiązywania problemów społecznych oraz tworzenia wartości w obszarach służących społeczeństwu. W pierwszej części artykułu przedstawiono znaczenie, a następnie zaprezentowano definicje dotyczące innowacji społecznych oraz procesu ich tworzenia i wdrażania. Kolejna część odnosi się do dobrych praktyk w zakresie innowacji społecznych. Przedstawiono konkretne przykłady najciekawszych pomysłów na innowacje społeczne służące tworzeniu nowych miejsc pracy lub poprawie warunków pracy osób z grup margina¬lizowanych, zgłoszone do organizowanego przez Komisję Europejską konkursu „European Social Innovation Competition“ („Europejskie innowacje społeczne”).

Social innovations are an important part of innovation policy related to solving social problems and creating value in the areas of serving the society. The first part of the article describes the importance and definitions of social innovations, as well as presents the process of its creation and implementation. The following part presents solid examples of the most interesting ideas for social innovation aiming at creating jobs and improving the work¬ing conditions of people from marginalized groups. Described examples were submitted to the „European Social Innovation Competition” organized by European Commission.

W artykule opisano praktyki finansowania działań w ramach polityki społecznej, a także scharakteryzowano sformułowane oferty w zakresie wdrażania innowacji społecznych i instrumentów finansowych, zapewniających ich finansowanie. Nowe mechanizmy finansowania innowacji społecznych w regionach są podstawowym narzędziem ich pobudzenia oraz wymagają opracowania zestawu instrumentów, zwiększających efektywność instytucji publicznych i ich usług, mających na celu zaspokojenie potrzeb społeczności lokalnych. W ramach badania zostały opracowane metody ujednolicenia zasad wdrażania innowacji społecznych w warunkach współpracy lokalnych organów władzy Republiki Białoruś i przedsiębiorstw prywatnych, wśród których znajdują się autorskie podejścia do oceny efektywności realizacji projektów społecznych na poziomie regionalnym, a także propozycje kształtowania budżetów lokalnych na podstawie budżetowania partycypacyjnego.

The article describes the practices of financing activities under social policy, and also contains suggestions concerning the implementation of social innovations and financial instruments that ensure their financing. New mechanisms of financing social innovation in the regions are an essential tool for their stimulation, and they require the development of a set of tools that increase the efficiency of public institutions and their services, aimed at meeting the needs of local communities. As part of the study, methods for standardizing the implementation of social innovations in the conditions of cooperation between local authorities of the Republic of Belarus and private enterprises have been developed. The article offers original approaches to assess the effectiveness of social projects on the local level, as well as proposals for shaping local budgets based on participatory budgeting.
