The article contains the comparative analysis of functioning of public funds of the social insurance in Poland. It turns out that significant disproportions exist in amounts of contributions paid by policy holders into ZUS and the KRUS. Unfortunately, an introduced reform of the insurance plan does not get rid of these irregularities. According to the author, it would be essential to include numerous group of farmers into the universal system. It should be an effect of taken action: increasing income to FUS, lowering the amount of transferred subsidies to the fund from the state budget, the efficiency rise of the farm labour, the rise of average size of agricultural farm and curbing the "hidden unemployment" in the farming. 145-152

Podstawowym celem artykułu jest podkreślenie znaczenia oraz złożoności kategorii kosztów pracy we współczesnych przedsiębiorstwach. Na podstawie krytycznej analizy literatury przedmiotu oraz aktów prawnych scharakteryzowano fundamentalne założenia oraz składniki kosztów pracy. Opracowanie zostało wzbogacone o część empiryczną, w której poddano dodatkowej analizie dane opublikowane przez Departament Badań Demograficznych i Rynku Pracy oraz Europejski Urząd Statystyczny. Zwrócono także uwagę, że konieczność redukcji kosztów pracy przyczynia się do powstawania nowych zjawisk, w tym outsourcingu płac, co może stanowić podstawę do dalszych badań nad tą kategorią kosztów.

The main objective of this article is to emphasise the value and complexity of labour costs in modern enterprises. Basing on literature studies and legal acts, the elementary assumptions and components of labour costs have been characterised. The article also contains an empirical part, analysing Polish labour costs survey prepared by the Demographic Surveys and Labour Market Department, as well as by the European Statistical Office. General costs restriction leads to creation of new phenomena, such as payroll outsourcing. This changes could be a subject for further research on this cost category in the future.
