Polityka państwa względem przedsięwzięć hybrydowych realizowanych w formule PPP

Aim of this article is to describe Public-Private Partnership institutions, as an alter-native method of performance of public tasks and to research of co-founding PPP from European Union’s resources in Poland, in budget perspective 2014-2020. Article shows the directions of government’s policy as an distributor of the funds, and influence of this policy on development of institutions of Public-Private Partnerships in Poland. Upon this example role of government as a subject of modern economy, which shapes basic legal- economics market mechanism, will be discussed. Connection of intersectional partnerships PPP types with Union’s Funds, is treated as a hybrid form of realization of public tasks. It is based upon support of investments for public purposes, with non-refundable financial support from UE’s budget. This method is broadly used and gaining popularity, and Poland became a leader of utilization of UE’s founds, as an alternative source of financing of public ventures realized under Public-Privet Partnership.

The book addresses issues related to labor market policy, shows the relevant mechanisms of its research, programming and implementation, and its subject is, in particular, the analysis of the situation of employees of employment offices and the unemployed themselves. The book is multidimensional. For me, the first part, in which the author presents his view on trends in the policy of the labor market that are decreasing in the environment of our science, presents to me a special focus. Recognizes the disproportionate emphasis on the analysis of legal acts, on "official documents, on target-set objectives, often unrealistic." He points to the dean of the research perspective in which the official who is the "face of the state" is present, which determines the quality of public service , de "perspectives of the final recipient", i.e. a citizen (quality of services for a citizen).

Książka porusza zagadnienia dotyczące polityki rynku pracy, pokazuje istotne mechanizmy jej badania, programowania i wdrażania, a jej przedmiotem jest zwłaszcza analiza sytuacji pracowników urzędów pracy i samych bezrobotnych. Książka jest wielowymiarowa. Dla mnie szczególne znaczenie ma pierwsza część, w której autorka przedstawia swoje spojrzenie na istniejące w środowisku naszej nauki tendencje w zakresie sposobów badania zjawisk w polityce rynku pracy. Dostrzega nieproporcjonalny nacisk na analizę aktów prawnych, specjalnych dokumentów, na odgórnie wyznaczane cele, często nierealistyczne. Wskazuje na deficyt perspektywy badawczej, w której obecny jest urzędnik będący "twarzą państwa", od którego pracy zależy jakość usługi publicznej, deficyt perspektywy "końcowego odbiorcy", czyli obywatela (jakość usług dla obywatela).

The global crisis of the late 2000s brought Sweden a deep, but short-lived recession. One ought to recognize, however, the actions taken by the authorities to fight the contraction. The government, thanks to healthy public finances, was able to inject a fiscal stimulus to the economy, which was aligned with long-term assumptions of economic development of the country. The central bank, on the other hand, basing on the experiences of the crisis of the early 1990s, followed a policy of liquidity support, full transparency, free floating of currency and bringing back trust into the system. Owing to the above actions the recession ended quickly and left no longstanding mark on the Swedish economy.

The aim of government is to attempt to provide a constantly improving social welfare. Achieving this goal is by introducing a policy that reduces income inequalities. The market economy is characterized by the fact that primary income distribution is unequal, so it tries to make a "more just" re-distribution of income. The main aim of this article is to show what instruments are used by the State to reduce income differences in society and to assess whether these instruments are efficient in achieving this goal. Gini coefficient is a measure used to assess efficiency. In this paper attention will be focused primarily on the States income policy whose task is to ensure a more fair distribution of income in society.

This paper analyses legal guarantees and exercise of rights and freedoms to which the Polish national minority in Ukraine is entitled. In particular, the authors characterize Ukrainian legislation, Ukrainian-Polish bilateral agreements and international treaties which, having been ratified by Ukraine, constitute a commitment to ensuring ethnocultural rights of national minorities, including Poles. All those instruments corroborate that the state policy of protecting national minorities in Ukraine complies with international standards. Further analyses are concerned with the activities of Polish cultural and educational centers and organizations, secondary schools with Polish language of instruction and changes in the functioning of the latter under Ukrainian legislation, demonstrating that one of the priorities of the Ukrainian state policy towards the Polish minority is to protect its national and cultural rights and freedoms.
