The paper deals with the problem of passenger transport interconnectivity in the European Union. Suboptimal transport solutions exist in multimodal passenger transport mainly due to the barriers at interconnection points. In the paper possible scenarios resulting from reduction of those interconnection costs are analysed and described together with preconditions and tools required for optimisation of interchanges.

The transport sector is a key sector for sustainable development because of the social and economic benefits that can be achieved thanks to him whit simultaneous minimizing the unfavorable consequences for society, economy and environment. Therefore, such an important issue is the monitoring of progress in the direction of the implementation of sustainable transport. This monitoring must be done on every level of governance from local through regional to national and international. The main aim of this article is to show indicators that can be used in the monitoring of sustainable transport at the regional level. Article points to the difficulties that arise when creating indicators and suggests directions for further work on indicators.

The main goal of this article is to verify the functioning in practice the policy of public transport development in selected cities in Poland, through the strategic documents such as Integrated Public Transport Development Plan. The author carried out comparative analysis of documents for the selected cities in Poland, referring them to the present functioning and organization of public transport in these cities. These documents should indicate ways to integrate the various modes of transport, define measures of efficiency of the realization of transport services and the organization and functioning of public transport in cities. Moreover, they should function as strategic assumptions for the individual cities. It is important, from the point of view of the author, to examine the basic assumptions as well as the measures of efficiency of transport functioning which are based on the above plans and consequently the answer to the question- Are Integrated Public Transport Development Plans real determinant of transport policy in Polish cities?

The significance of transport results from the multilateral links it has with all forms of activity. Transportation is an activity that may influence the development of the whole economy. It may affect its stimulation or inhibit its growth. In Poland, due to the convenient location in the centre of Europe and at the intersection of major transportation routes, are created good condition for transit service and development of TSL companies. However, there is no coherent and well-functioning transport system, integrated with European and global, which inhibit the development of global trade. Polish transport SWOT analysis indicates its strength, which can be properly used and will increase the opportunities and will avoid risks of development.

Transportation is one of basic factors affecting localization and shaping of the city. Constant development of transportation technology determines changes in space, number of inhabitants and shape of the city. At the same time urban transportation system unwittingly has initiated negative events, like the natural environment deterioration, growing congestion and increase in number of traffic accidents. This in contrary to sustainable development of the city, which postulates supporting high quality of life of present and future inhabitants. There of it is necessary to change the scope as well as forms of mobility in urban areas. Obtaining of desired solutions requires transportation strategy integrated with spatial planning. Lack if such integration is excessive stimulation of mobility connected with basic needs of inhabitants. Proper integration of spatial planning and transportation should be manifested in ensuring necessary interdependence of the policy "city today" with policy "city tomorrow".

Cities and agglomerations of Silesia region are considered key importance areas for economic growth, innovation and creation of new, more efficient jobs. Thus, a variety of activities aimed at improving transport in the cities and in the region, are of particular importance. One of the possible ways to improve the current urban and regional transport is the use of a new culture of mobility in functioning and development of the transport systems. A new culture of mobility in the quest for better and ecological transport in cities, agglomerations and the region includes all the essential components of their transport systems. It also allows for balancing social, economic and environmental objectives.

Implementing the statutory obligation to prepare the plan of public transport integrated development have met with criticism both from practitioners dealing with organizing and managing public transport and from local government representatives. Critical remarks concern the range as well as the rules of implementing transport plans into the public transport organizing and managing processes. The hereby article presents the proposal how to prepare the transport plans in a way that enables not only meeting formal criteria of their possession, but also using them in the practice of organizing and managing public transport.

The polish regional strategies present a problem of transport development in the regions. Although plans for transport systems in most provinces are not treated as a priority, it can positively assess of their visibility. The strategies differ in the complexity of the approach to the transport system (defined as a set of subsystems).They contain incentives to concentrate on improving transport accessibility, although at the risk of neglecting the improvement of the competitiveness of transport and the sustainability of its development. A characteristic is also the focus of attention on the development of road and air infrastructure.

Modernisation and development of public transport is an important and actual task for many Polish local governments. Very high cost of investment in tram fleet compel municipal authorities to seek solutions to the relatively least aggravating local budgets. This text presents examples of concluding long-term contracts for the provision of transport services from an internal operator. The content focuses primarily on organizational and legal aspects of the described case.

Sustainable development is the overarching long-term goal of the EU. In realizing its the European transport policy is playing the important part. Th e paper presents meaning of the transport policy in implementing the idea of sustainable development as well as the instru-ments favoring sustainable development.(original abstract)
