By referring to the International Criminal Tribunal for Rwanda (ICTR) as a case study, this paper seeks to explore the impact of outreach activities by international criminal tribunals. Building upon primary field research findings, including twenty-seven in-depth interviews and focus group discussions with 108 respondents, this paper applies a theory-driven investigation of the impact of outreach activities by the ICTR. Contrary to the theoretical argument, on a national level throughout society over time, outreach activities by the ICTR did neither increase awareness and understanding, nor shape positive perceptions towards the Tribunal and its expected contribution to reconciliation. Furthermore, a comparison of groups of outreach participants and control groups shows that outreach did increase the level of knowledge among beneficiaries of such activities. An increased understanding, however, cannot be correlated with more positive perceptions towards the Tribunal or its role in promoting reconciliation.

W artykule podjęto próbę opisania postępów Tajwanu i trudnej pozycji w praktykowaniu sprawiedliwości okresu przejściowego podczas jej demokratycznego procesu. W pierwszej części przedstawiono demokratyczne postępy Tajwanu i wpływ na wdrażanie sprawiedliwości okresu przejściowego spowodowanej przez rodzaj reżimu reżimowego. Druga część opisuje okres rządów autorytarnych Tajwanu, od 28 lutego Incydent do politycznych rodzajów politycznych spraw Białego Terroru. Trzecia sekcja analizuje powody niedokończonej przejściowej sprawiedliwości Tajwanu. Artykuł twierdzi, że podczas tajwańskiej inżynierii politycznej sprawiedliwości okresu przejściowego odszkodowanie dla ofiar było prawie jedynym aktem, a jednocześnie brakiem prawnych lub moralnych oskarżeń o napastników i odkrycie prawdy. Tajwan nigdy nie miał okazji do refleksji na temat szkód wyrządzonych przez system rządów autorytarnych, tak że wielu inflictors lub współpracownikami systemu nadal służyć w demokratyzacji rządu w kluczowych pozycjach, co spowodowało w panującym zjawiska bezkarności . Taki tryb manipulacja aby zrekompensować ofiary, bo nie chce, aby zbadać inflictors i poszukiwania prawdy historycznej, nie może rozwiązać przestępstwa pozostawioną przez samych czasach autorytarnych, ale może również doprowadzić do poważnego kryzysu demokratycznych rządów na Tajwanie.

The article attempts to describe Taiwan's progress and a difficult position in practicing transitional justice during its democratic process. The first section reviews Taiwan's democratic progress and the impact on the implementation of transitional justice caused by a regime transition type. The second section describes Taiwan's authoritarian rule period, from February 28 Incident to the White Terror's political types of political cases. The third section analyses the reasons for Taiwan's unfinished transitional justice. The article claims that during Taiwan's political engineering of transitional justice, compensation for the victims was almost the only act of it and at the same time lacking legal or moral prosecution of the inflictors and the truth discovery. Taiwan has never had an opportunity to reflect on the damage caused by the system of the authoritarian rule, so that many inflictors or cooperators of the system have continued to serve in the democratized government in key positions, which has resulted in the prevailing phenomenon of impunity. Such a handling mode to compensate the victims, not willing to investigate the inflictors and seeking the historical truth, cannot solve the crime left by the authoritarian era alone, but it can also bring about a serious crisis of democratic governance in Taiwan.
