This article explains the issues arising from the use of international waters of the all-ocean in the stage of phenomena of a military nature. It adapts the terminology resulting from the title of the practice of the scope: the type and degree of naval power, armed forces, and describes the rivalry of powers in the event of armed conflict. The main axis is a quantitative-qualitative comparative analysis resolved in the spectrum of the navy of the United States - U.S. Navy and the navy of the People’s Republic of China - People’s Liberation Army Navy. Separately, the consequences and dilemmas arising from the territorial disputes of the countries of the Southeast Asian region (belonging to the ASEAN group) in the East and South China Seas are also considered.

Na przestrzeni ostatnich stu lat amerykańska flota wojenna była obecna w niemal wszystkich regionach świata, biorąc udział w walkach na morzach i oceanach w czasie obu wojen światowych i powojennych konfliktów, w których zaangażowane były siły zbrojne Stanów Zjednoczonych. Tymczasem historia amerykańskiej Marynarki Wojennej sięga końca XVIII wieku. Pierwszymi przełomowymi wydarzeniami w dziejach amerykańskiej floty wojennej były zwycięstwa nad okrętami francuskimi, które pokazały, że dobrze dowodzony okręt amerykański jest w stanie zmierzyć się na morzu z przeciwnikiem dorównującym mu lub nawet przewyższającym go siłą.

In the last hundred years the United States Navy was present in almost all regions of the war, taking part in the struggle on seas and oceans during both world wars and almost every post-war era conflict in which the US forces was involved. Meanwhile the US Navy history dates back to the late eighteen century. The first milestones of the history of American military vessels were victories over the French, which showed that the well-led American vessel is able to fight back even the stronger enemy.
