In recent years, more and more often urban centers take steps to strengthening their role in the creative sector and creative industries. Efforts of this kind are taken more frequently in large cities. Below, I describe the most common actions aimed at the development of creative industries based on its type, such as: financial aid for entrepreneurs, cooperation of cities, revitalization of urban areas, and social actions. My detailed analysis is based on the example of Wrocław. The biggest achievements of this city so far are connected with the construction of new objects of cultural activities and the number of meetings and cultural events. There are, however, negative aspects of policies implemented in Wrocław; they include lack of creative clusters on significant effects of the operation, shortage of activities in private entities, which could contribute to increasing the involvement of private entities especially among medium and large companies.

W ostatnich latach coraz więcej ośrodków miejskich podejmuje szereg działań mających na celu wzmocnienie roli działalności twórczych (creative industries) na swoim obszarze. W artykule tym zostały przedstawione możliwe działania wspierające rozwój działalności twórczych z podziałem na następujące rodzaje: pomoc finansową dla przedsiębiorców, kooperację miast, rewitalizację obszarów miejskich oraz działania społeczne. Szczegółową analizę przeprowadzono dla Wrocławia. Jak dotąd największe osiągnięcia Wrocławia w badanym aspekcie związane są z budową nowych obiektów prowadzących działalność w sektorze kultury oraz liczbą organizowanych wydarzeń o charakterze kulturalnym.

O Brasil está organizado como uma federação tripartite, em que os municípios lograram a condição de entes federativos e responsáveis pela política urbana. Esta, no entanto, não se resume à ordenação do uso do solo, mas também a políticas setoriais, como o saneamento, a habitação e mobilidade, que geralmente extravasam as fronteiras municipais. Nesse contexto, a lei do Estatuto da Metrópole veio preencher uma lacuna nas formas de coordenação interfederativa para a gestão de territórios que constituem aglomerações urbanas, mas não são entes federativos. Trata-se de um importante avanço normativo que, no entanto, está a espera de avanços na cooperação federativa para o financiamento dos serviços de interesse interfederativo.

Brazil is politically and administratively organized as a tripartite federation, in which municipalities have achieved the status of federative entities and are now responsible for the urban policy. This, however, is not just about land use planning, but it also concerns sectoral policies such as sanitation, housing and mobility, which often go beyond municipal boundaries. In this context, the Statute of the Metropolis Act has filled a gap in the forms of interfederative coordination for the management of territories that constitute urban agglomerations, but are not federal entities. This is an important policy development, however, which is still awaiting progress in the federative cooperation for the financing of interfederative interest services.

Współczesne miasta stają przed wieloma wyzwaniami o charakterze społecznym, gospodarczym, przestrzennym i przyrodniczym. Nagromadzenie problemów funkcjonowania miasta wymaga obecnie innego podejścia w jego zarządzaniu. Celem polityki miejskiej jest kreowanie wielowymiarowo atrakcyjnego miasta, zapewniającego wszystkim swoim mieszkańcom wysoką jakość życia. Z uwagi na depopulację oraz proces starzenia się społeczeństwa miejskiego szczególne znaczenie ma tworzenie miasta przyjaznego ludziom starszym, uwzględniającego specyficzne potrzeby tej grupy ludności.

Modern cities face numerous challenges: social and economic but also those constituted by spatial and environmental planning. Accumulating problems in the functioning of the city call for a different approach to its management. The goal of urban policy is to make the city attractive in a number of ways and ensure all its inhabitants a high quality of life. Because of the processes of depopulation and aging of urban society, it is now very important to make the city friendly to older people, so that specific needs of this age group will be attended to.

Peripheries means the land outside metropolitan areas. One of the main problems in these areas is a lack of growth factors. Some towns can contribute to the development of these regions, because there are few such factors, and it is easier to create the new ones, especially in urban policy. The subject of this paper is a typology of towns within the Polish peripheral coastal regions, limited to towns with more than 5 thousand inhabitants. Its purpose is to recognize diverse role of towns in the regional development, and to create the basis for the formulation of urban and regional policy. Typology takes into account the state of economic development, the external functions of towns, their impact, as well as present and future transport accessibility. Two kinds of systematization were applied: 1) quantitative typology applying Principal Components Analysis (PCA) and the cluster analysis using the k-means algorithm, 2) qualitative classifications. Then synthetic typology was done. As a result of the typology, there were identified important towns for the future development of peripheral areas and formulated the conclusions for regional planning and urban policy.
