In the article the author discusses the problems of allowance of a communal councillor and a village bailiff and the right to allowance in the event of concurrence of both titles. In his conclusions the author arrives to the conclusion that allow-ance is an essential element in a self-governmental work. It protects councillors and villages bailiffs, thus the most active persons, against loss of their income in relation with their work in organs of a com-mune. However, from the other side, as compensation of a lost salary expressed in money, it arises emotions and endangers persons enti-tled to allowance to unhealthy suspicions ans stress. Therefore, es-tablishing explicit and clear principles of payment of allowances and return of travelling costs of an official travel. is so important.

Artykuł poświęcony jest problemowi tzw. epuracji kadr urzędniczych Królestwa Polskiego w powstaniu listopadowym (1830–1831) i koncentruje się na inicjatywie rządu powstańczego w tym zakresie na tle dynamicznie zmieniającej się sytuacji politycznej. Analizą objęta została kwestia motywów i uwarunkowań całej akcji, jej przebieg oraz skutki. The article deals with the problem of the so-called epuration of officials of the Kingdom of Poland during the November Uprising (1830–1831), and focuses on the initiatives of the insurgent government undertaken towards this end, set against the background of dynamically changing political circumstances. An analysis includes also the question of motives and circumstances of the whole action, together with its course and results.
