Nowe technologie znajdują coraz większe zastosowanie w administracji publicznej oraz w prawie wyborczym. Kolejne państwa rozważają możliwość wprowadzenia głosowania elektronicznego jako alternatywnej metody oddawania głosu. Rozwiązanie to wydaje się atrakcyjne z punktu widzenia zwiększenia mobilizacji elektoratu. Począwszy od 2019 r. głosowanie za pomocą internetu będzie dostępne dla mieszkańców Wysp Alandzkich, które stanowią terytorium autonomiczne Finlandii. Jest to pierwsza faza wdrażania i- -votingu na terenie Wysp Alandzkich. Na tym etapie będzie ono dostępne jedynie dla osób, które opuściły autonomię, najczęściej w celach zarobkowych lub edukacyjnych. Metoda ta ma charakter akcesoryjny i dotyczy jedynie wyborów do organów autonomii.

New technologies are becoming more and more frequently used in public administration and in the electoral law. Further states consider introducing an electronic voting as an alternative method of casting votes. It seems to be an attractive solution as it is expected to increase the electorate mobilisation. The Åland Islands, which are autonomous territory of Finland, are planning to ensure the Internet voting starting from 2019. It is the first stage of introducing i-voting in the Åland Islands and at this point only expats are enable to exercise the right to use it. The method is accessory to the traditional way of voting in a polling station and it applies merely to the elections to the authorities of the autonomy.

Demilitaryzacja i neutralizacja należą do katalogu szczególnych ograniczeń wykonywania zwierzchnictwa terytorialnego. Pomimo, iż są to rozwiązania stosowane w praktyce międzynarodowej stosunkowo często, to brakuje powszechnie uznanej definicji tych kategorii. Prowadzi to do wielu różnych podejść interpretacyjnych, co szczególnie wyraźnie widać w odniesieniu do demilitaryzacji. Klastycznym przykładem obszaru zmilitaryzowanego i zneutralizowanego są Wyspy Alandzkie. Ze względu na swoje strategiczne położenie kilkukrotnie stały się ważnym elementem politycznych rozgrywek pomiędzy mocarstwami w Europie, na przestrzeni ostatnich dwóch stuleci. Wyspy postrzegano bowiem jako swoisty klucz do realizacji bałtyckiej polityki i równoważenia sił europejskich potęg. Konflikty, które targały regionem w XIX w., doprowadziły do stopniowego wypracowania rozwiązań demilitaryzacji, a później neutralizacji archipelagu, co zostało ostatecznie uregulowane w 1921 r. w międzynarodowej konwencji i potwierdzone po zakończeniu II wojny światowej. Przyjęty wtedy status prawnomiędzynarodowy archipelagu zachował trwałość, a obecnie służy jako swoisty wzorzec efektywnej demilitaryzacji i neutralizacji.

Demilitarization and neutralization are among the specific restrictions that apply to the exercise of territorial sovereignty. Although frequently employed in international practice, no generally accepted definitions are available for either of these concepts. The void has given rise to a host of interpretations, which vary particularly widely in the case of demilitarization. The Åland Islands are a classic example of an area that has been both militarized and neutralized. Owing to its strategic location, it has repeatedly become the focal point of political clashes between European powers over the last two centuries. The Islands were seen as a key to pursuing Baltic Sea policies and balancing the strengths of European powers. The conflicts that swept through the region in the 19th century led to the gradual improvement of methods to demilitarize and subsequently neutralize the archipelago. Its status was ultimately settled in 1921 by an international convention and recognized after the end of World War II. The international legal status granted to the archipelago at that time has persisted to this day and continues to serve as a model of effective demilitarization and neutralization.

The Åland Islands are a Swedish-speaking autonomous territory of Finland. The broad autonomy granted by the League of Nations’ decision of 1921 allowed the Isles to make an independent decision on the integration of the Baltic archipelago into the European Communities in the early 1990s. The article presents the process of the Åland Islands obtaining EC membership, and focuses on the special status awarded to the archipelago. Thanks to the joint involvement of the autonomous authorities of the Islands and central authorities of Finland and the favorable attitude of the EC, derogations were successfully developed which, in essence, concern the basic principles of the EC. By this token, the citizens of the Åland Islands managed to secure not only the Swedish-speaking nature of their territory (retaining rights of domicile), but also the protection of their own economy (being excluded from the EU tax law regulations).

Wyspy Alandzkie są szwedzkojęzycznym terytorium autonomicznym Finlandii. Szeroka autonomia, przyznana na mocy decyzji Ligi Narodów z 1921 r., umożliwiła samodzielne podjęcie decyzji dotyczącej integracji bałtyckiego archipelagu ze Wspólnotami Europejskimi na początku lat 90. ubiegłego wieku. Artykuł przedstawia proces dochodzenia do członkostwa Wysp Alandzkich, skupiając się na szczególnym statusie, jaki przyznano archipelagowi. Dzięki wspólnemu zaangażowaniu władz autonomicznych i władz centralnych Finlandii oraz przychylnej postawie WE udało się wypracować derogacje, które w swojej istocie dotykają podstawowych zasad tej organizacji. W ten sposób Alandczykom udało się zabezpieczyć nie tylko szwedzkojęzyczny charakter Wysp (utrzymanie prawa domicylu), ale także zapewnić ochronę własnej gospodarki (wyłączenie z ustaleń w zakresie unijnego prawa podatkowego).
