Badania dotyczące problematyki operacyjnej w ludowym Wojsku Polskim wciąż są dalekie od kompletności. Wiele ważnych zagadnień pozostaje nieodkrytych, a znane przejawy planowania wojennego są bardzo trudne do osadzenia w odpowiednim kontekście i do interpretacji. Prowadzi to często do formułowania pod adresem badaczy usiłujących zgłębić tę tematykę zarzutów niezrozumienia faktycznego znaczenia badanych dokumentów. Celują w tym byli oficerowie LWP, uczestniczący w całym procesie, mający niejednokrotnie bardzo dobrą orientację w zasobie przechowywanym w wojskowej sieci archiwalnej. Do powstania w 2016 r. Wojskowego Biura Historycznego dostęp do tych akt był bardzo ograniczony i utrudniony. Niniejszy tekst stanowi próbę opisania znaczenia korpusu źródeł dokumentujących od 1958 r. zadanie prowadzenia studiów operacyjnych Zachodniego Teatru Działań Wojennych. Przyczyny i przebieg tego procesu nie zostały dostatecznie wyjaśnione w literaturze tematu, a przybliżenie początków i założeń jest niezbędne do osadzenia zachowanych dokumentów we właściwym kontekście procesu planowania wojennego w Siłach Zbrojnych PRL.

Research on the operational issues of the Polish People’s Army is still far from complete. Many key issues remain obscure and the known elements of war planning are very difficult to match with the relevant context and interpretation. This often leads to accusations being levelled against the researchers working on these topics that they misunderstand the significance of the investigated documents. Former Polish People’s Army officers excel in this regard; they take part in the whole process, often very well-versed in the resources held in the network of military archives. Until the Military Historical Office was created in 2016, access to those files had been restricted and difficult to access. The text represents an attempt to describe the significance of the corpus of sources which are components of the operational studies on the Western Theatre of War Operations conducted since 1958. The causes and the course of that process have not been satisfactorily explained in literature on the subject; presenting the beginnings and objectives of that task is necessary in order to set the preserved documents in the relevant context of war planning in the Armed Forces of the Polish People’s Republic.

In recent years, significant progress has been made regarding our understanding of various aspects of operational planning in the Polish People’s Army. The establishment of the Military Historical Bureau in 2016 contributed to facilitating access to archival materials. Thanks to this, many detailed issues have become the object of analysis by historians, but they require continuous and in-depth research. An example of such an issue are the operational studies of the Western Theater of Military Operations. The subject matter concerning them has so far become the object of wider interest to only a few researchers. In the context of the task carried out by the First Operational Directorate of the General Staff of the Polish Army, it is still difficult to reach a consensus as to its importance and role in the overall operational planning of the Polish People’s Army. There is no doubt that from the moment studies were initiated in 1957, the Polish side attached great importance to them, disproportionate to the interest shown by other members of the Warsaw Pact. This resulted in numerous requests for consultations and a comparison of the ways in which studies were carried out. This article uses four reports that document consultations on operational studies carried out by the Polish side with the „fraternal” armies of Czechoslovakia, the Soviet Union and Hungary between 1970–1976.

In den letzten Jahren wurden erhebliche Fortschritte beim Verständnis verschiedener Aspekte der operativen Planung in der Polnischen Volksarmee erzielt. Die Einrichtung des Militärhistorischen Büros im Jahr 2016 hat dazu beigetragen, den Zugang zu Archivmaterial zu erleichtern. Dadurch sind viele Detailfragen zum Gegenstand der Analyse durch Historiker geworden, die jedoch eine kontinuierliche und tiefgreifende Forschung erfordern. Ein Beispiel für ein solches Th ema sind die operativen Studien über das westliche Kriegsschauplatz. Deren Th ematik ist bisher nur für wenige Forscher von größerem Interesse. Im Zusammenhang mit der Aufgabe der Ersten Operativen Verwaltung des Generalstabs der polnischen Armee ist es immer noch schwierig, einen Konsens über ihre Bedeutung und Rolle in der gesamten Operationsplanung der polnischen Volksarmee zu finden. Es besteht kein Zweifel daran, dass die polnische Seite seit dem Beginn der Studien im Jahr 1957 ihnen große Bedeutung beimaß, die in keinem Verhältnis zum Interesse der anderen Mitglieder des Warschauer Paktes stand. Dies führte zu zahlreichen Konsultationsanfragen und zu einem Vergleich der Art und Weise, wie die Studien durchgeführt wurden. Dieser Artikel stützt sich auf vier Berichte, die Konsultationen über operative Studien dokumentieren, die von der polnischen Seite mit den „brüderlichen” Armeen der Tschechoslowakei, der Sowjetunion und Ungarn zwischen 1970 und 1976 durchgeführt wurden.

W ostatnich latach dokonał się znaczny postęp w stanie wiedzy na temat różnych aspektów planowania operacyjnego w ludowym Wojsku Polskim. Powstanie w 2016 r. Wojskowego Biura Historycznego przyczyniło się do ułatwienia dostępu do materiałów archiwalnych. Dzięki temu wiele szczegółowych zagadnień stało się obiektem analizy historyków, wymagają one jednak ciągłych i pogłębionych badań. Przykładem takiego zagadnienia są studia operacyjne Zachodniego Teatru Działań Wojennych. Ta tematyka stała się jak do tej pory obiektem szerszego zainteresowania jedynie kilku naukowców. W kontekście tego realizowanego przez Zarząd I Operacyjny Sztabu Generalnego Wojska Polskiego zadania wciąż trudno o konsensus, jeśli chodzi o jego znaczenie i rolę w całokształcie planowania operacyjnego ludowego Wojska Polskiego. Nie ulega wątpliwości, że od momentu zainicjowania studiów w 1957 r. strona polska przywiązywała do niego dużą wagę, niewspółmierną do zainteresowania innych państw-stron Układu Warszawskiego. Efektem tego były liczne zabiegi o konsultacje i porównanie sposobów realizacji studiów. Niniejsze opracowanie zawiera edycję czterech sprawozdań, dokumentujących konsultacje na temat studiów operacyjnych dokonane przez stronę polską z „bratnimi” armiami Czechosłowacji, Związku Sowieckiego i Węgier w latach 1970–1976.
