Systemic tools, such as the standards of professional competences and qualifications, the description of which enables them to be assigned the level of the national qualifications framework, function in the national qualifications systems as collections of information on competences important from the point of view of the labour market and educational system.It is important to recognise the potential of the relationship between the standards of professional competences and qualifications, described in accordance to the Act on ZSK, given the fact that they coexist under the Polish Integrated Qualification System.

The article presents the solutions of the Integrated Qualifications System, introduced by the Act on Integrated Qualifications System from 2015. Modernization of the national qualifications system by implementing the Polish Qualification Framework and the Integrated Qualifications Register allows for the gradual integration of various subsectors of the education system in which qualifications are obtained. The Polish Qualifications Framework, as the basis of the Integrated Qualifications System, is a common reference framework for qualifications granted in Poland. The second new instrument of IQS is the Integrated Register of Qualifications containing detailed information about the qualifications included in the IQS, with information on the certification bodies or quality assurance and validation procedures. System solutions introduced by the Act on Integrated Qualifications System make the education system in Poland more coherent and support citizens in lifelong learning and acquiring high-quality qualifications required by the modern labour market.

W artykule przedstawione zostały rozwiązania Zintegrowanego Systemu Kwalifikacji, wprowadzone ustawowymi przepisami. Zmodernizowanie krajowego systemu kwalifikacji przez wdrożenie Polskiej Ramy Kwalifikacji i Zintegrowanego Rejestru Kwalifikacji pozwala na stopniową integrację różnych podsektorów systemu edukacji, w których nadawane są kwalifikacje. Polska Rama Kwalifikacji, jako podstawa Zintegrowanego Systemu Kwalifikacji, stanowi wspólny układ odniesienia dla kwalifikacji nadawanych w Polsce. Drugim nowym instrumentem jest Zintegrowany Rejestr Kwalifikacji, zawierający szczegółowe informacje o kwalifikacjach włączonych do Zintegrowanego Systemu Kwalifikacji wraz z informacjami dotyczącymi podmiotów nadających je oraz procedur zapewniania jakości. Rozwiązania systemowe wprowadzone ustawą o Zintegrowanym Systemie Kwalifikacji spajają system kształcenia w Polsce, wspierając obywateli w uczeniu się przez całe życie i zdobywaniu kwalifikacji wysokiej jakości potrzebnych na współczesnym rynku pracy.

The introduction of the Integrated Qualifications System and the Polish Qualifications Framework obliges the universities to define learning outcomes also in the area of moral theology. The specific outcome is what students should know, and what skills and social competences they should have after completing the education/learning process. However, while the intended outcomes can be relatively easily formulated, their verification in the process of education in the area moral theology poses far more difficulties than in the case of other sciences. In particular, this concerns the assessment of social competences and the degree of the identification of knowledge relating to Christian morality with everyday practice.

Wprowadzenie Zintegrowanego Systemu Kwalifikacji oraz Polskiej Ramy Kwalifikacji zobowiązuje do zdefiniowania efektów kształcenia także w zakresie teologii moralnej. Konkretnym efektem jest to, co student powinien wiedzieć, jakie posiadać umiejętności i kompetencje społeczne po zakończeniu procesu kształcenia/uczenia się. O ile jednak zamierzone efekty da się stosunkowo łatwo sformułować, to ich weryfikacja w procesie kształcenia z teologii moralnej nastręcza znacznie więcej trudności niż w przypadku innych nauk. Dotyczy to zwłaszcza oceny kompetencji społecznych oraz stopnia identyfikacji wiedzy z zakresu moralności chrześcijańskiej z życiową praktyką.

The constructionsector supports the building of the Integrated Qualification System (ZSK) through the participation of its representatives in many initiatives aimed at improving the matching of professional competences and qualifications to the needs of the sector. The Sector Competence Board in Construction will soon receive the instrument in the form of the Sectoral Qualifications Framework in Construction (SRK-Bud) – legislative works are underway to include SRK-Bud into ZSK – which will facilitate the development of new qualifications in line with the sector's needs. As a part of the INFODORADCA+ project, the information about 63 professions from the construction sector will be developed. Content-rich descriptions of these professions can be used to prepare applications for the inclusion of new market qualifications to ZSK. It has startedin 2017,when the first construction qualification – ”Construction joinery assembling” – was included into ZSK as a market qualification. The first certificates confirming the achievement of learning outcomes in this qualification were issued in the second half of 2018. Similarity and complementarity of occupational information included in the model for the description of a profession within the INFODORADCA+ project as well as in the application form for the inclusion of a new market qualification to ZSK fosters the acceleration of works on the development of new market qualifications for the construction sector.

Until now, Labour Market Institutions (IRP), including Public Employment Services, have based their services on various occupational resources. However, most of those resources cannot keep up with the dynamically changing content of work and legal regulations. In addition, they are not available in one place and they lack uniformity. Unquestionably, a universally recognized model for the description of a profession would create an effective tool to support employees and customers of IRP. The model as well as methodology used for its development would also effectively complement the new systemic solutions, such as the Act on the Integrated Qualifications System or the European Skills/Competences, Qualifications and Occupations (ESCO). Consequently, a new way of describing and presenting information about occupations has been developed in the PO WER project “Developing, supplementing and updating information about occupations and its dissemination using modern communication tools – INFODORADCA +”, which filled the existing gap and replaced the out-dated set of materials gathered in the old IT system “Doradca 2000”. The project has also unified the structure and supplemented new content to the standards of qualifications and professional competences developed in the years 2004–2013 at the initiative of MRPiPS. The article not only presents the genesis of the project implementation and its main activities, but also it emphasises the model and the methodology of creating occupational information.

Since November 2017, in the Integrated Qualifications System (IQS), the first market qualification "Assembling of woodwork construction" has been functioning. Since September 2018, first-degree vocational schools have been able to educate students in woodwork construction fitter profession. The article discusses the functioning of IQS in the field of validation and certification of market qualifications, taking the example of market qualification "Assembling of woodwork construction". A comparison was made of the competence profile of persons with market qualification "Assembling of woodwork construction" and future graduates in the profession of woodwork construction fitter.
