Artykuł traktuje o kulturze i edukacji obywatelskiej w Niemczech i w Polsce. Autorka zawarła w nim rozważania na temat definicji kultury i edukacji politycznej, ewolucji kultury i edukacji politycznej w Niemczech w XX i XXI wieku oraz opisała zależności pomiędzy polską kulturą i edukacją polityczną. Najważniejsza teza pracy głosi, iż rozwój społeczeństwa obywatelskiego w Polsce wymaga stworzenia scentralizowanej, apolitycznej struktury, mającej za zadanie wdrażanie edukacji politycznej wśród młodzieży i dorosłych. Niemieckie doświadczenia pokazały, że wprowadzenie takiej struktury jest możliwe i prowadzi do podniesienia się poziomu politycznej świadomości obywateli.

This article concerns political culture and political education in Germany in the twenty and twenty first centuries. The author focused on the definition of political culture and education, the evolution of political culture and education in Germany within this timeframe and also described the co-relation between the political culture and education in Poland. The main conclusion is that development of the civil society in Poland requires the foundation of the centralised, apolitical structure, with the mission to spread Political education amongst the youth and the adult population. As German experience has shown, the implementation of such an organisation is feasible and results in the increase of the overall political awareness of the citizens.

Der Artikel beschäftig sich mit politischer Kultur und politischer Bildung in Polen und Deutschland. Zunächst werden die beiden Schlüsselbegriffe definiert, später eine Entwicklung im Bereich der politischen Kultur sowie auf dem Gebiet der institutionalisierten politischen Bildung in Deutschland im 20. und 21. Jahrhundert aufgezeigt und schließlich einen Zusammenhang zwischen der politischen Kultur und der politischen Bildung in Polen hergestellt. Die Haupthese der Arbeit lautet¬:, eine weitere Entwicklung der Zivilgesellschaft in Polen bedarf einer Unterstützung in Form einer institutionalisierten politischen Bildung. Denn nur auf diese Weise kann der Umschwung zur vollkomenen Bürgergesellschaft gelingen Eine Kernaufgabe politischer Bildung beruht darauf, die schwer für die Wahrnehmung von Jugendlichen und Erwachsenen zugänglichen Stärken der demokratischen Ordnung plausibel zu erklärem. Die deutschen Erfahrungen haben doch gezeigt, dass die Schaffung einer institutionalisierten Struktur politischer Bildung möglich ist und diese zu einer Steigerung des politischen Bewusstseins der Bürger führt.
